  13. This note is a revision of NWG/RFC 10, 16, 24, and 27.
  14.  
  15. The Network Working Group consists of interested pleople from existing or
  16. potential ARPA network sites.  Membership is not closed.
  17.  
  18. The Network Working Group (NWG) is concerned with the HOST software, the
  19. strategies for using the network, and initial experience with the network.
  20.  
  21. Documentation of the NWG's effort is through notes such as this.  Notes
  22. may be produced at any site by anybody and included in this series.
  23.  
  24. CONTENT
  25.  
  26. The content of a NWG note may be any thought, suggestion, etc. related
  27. to the HOST software or other aspect of the network.  Notes are encouraged
  28. to be timely rather than polished.  Philosophical positions without examples
  29. or other specifics, specific suggestions or implementation techniques
  30. without introductory or background explication, and explicit questions 
  31. without any attempted answers are all acceptable.  The minimum length for
  32. a NWG note is one sentence.
  33.  
  34. These standards (or lack of them) are stated explicitly for two reasons.
  35. First, there is a tendency to view a written statement as ipso facto
  36. authoritative, and we hope to promote the exchange and discussion of
  37. considerably less than authoritative ideas.  Second, there is a natural
  38. hesitancy to publish something unpolished, and we hope to ease this
  39. inhibition.

  43. Every NWG note should bear the following information:
  44.  
  45.     1.  "Network Working Group"
  46.         "Request for Comments: X" (X underscored)
  47.           where X is a serial number.  Serial numbers are assigned
  48.           by Steve Crocker at UCLA.
  49.  
  50.     2.  Author and affiliation
  51.  
  52.     3.  Date
  53.  
  54.     4.  Title
  55.         The title need not be unique.
  56.
