  11. This note is a revision of NWG/RFC #3

  13. The Network Working Group seems to consist of Steve Carr at Utah, Elmer
  14. Shapiro and Bill English SRI, Steve Crocker at UCLA, John Haefner at
  15. RAND, Paul Rovner and Jim Curry at Lincoln Labs.  Membership is not closed.

  17. The Network Working Group (NWG) is concerned with the HOST software, the
  18. strategies for using the network, and initial experience with the network.
  19.  
  20. Documentation of the NWG's effort is through notes such as this.  Notes
  21. may be produced at any site by anybody and included in this series.

  23. CONTENT
  24.  
  25. The content of a NWG note may be any thought, suggestion, etc. related to
  26. the HOST software or other aspect of the network.  Notes are encouraged to
  27. be timely rather than polished.  Philosophical positions without examples
  28. or other specifics, specific suggestions or implementation techniques
  29. without introductory or background explication, and explicit questions
  30. without any attempted answers are all acceptable.  The minimum length for
  31. a NWG note is one sentence.

  33. These standards (or lack of them) are stated explicitly for two reasons.
  34. First, there is a tendency to view a written statement as ipso facto
  35. authoritative, and we hope to promote the exchange and discussion of 
  36. considerably less than authoritative ideas.  Second, there is a natural
  37. hesitancy to publish something unpolished, and we hope to ease this
  38. inhibition.

  42. Every NWG note should bear the following information:

  44.     1.  "Network Working Group"
  45.         "Request for Comments:"x (x underscored)
  46.         where x is a serial number (x underscored)
  47.         Serial numbers are assigned by Steve Crocker at UCLA
  48.  
  49.     2.  Author and affiliation
  50.  
  51.     3.  Date
  52.  
  53.     4.  Title.  The title need not be unique.
