I !might! be able to arrange something like this (but would be interested in other offers, as well). They could then be submited and checked out by the maintainer of the area. You could even require that the submitter use a valid email address when submitting to tie a little responsibility to the uploads....(of course this upload area would be write-only (no-read) to prevent software pirates from using the directory to upload and download software before the administrator takes a look at it.....
