OCR: Guide Given For A.R.P. Light Control The following is a brief guide to the understanding of light control for the A.R.P. exercises in Syonan on Monday :- 1. Light Control is divided into the following three categories :- (a) Kei-Kal-Kan-Sei (Brown-Out) precautionary light control, (b) Kuu-Syu-Kan-Sel (Black-Out) (c) emergency light control, and Hijo -Kan-Sci (total light con- trol). 2. When Kei-Kal-Kel-Hoh (Alarm of Precaution) has been given (a) during the daytime, Kei-Kai-Kan-Sel (Brown-Out) must be observed during the night. Similarly, when Kuu-Syu- Kel-Hoh (Emergency Alarm) bas been given during the daytime. Kuu-Syu- Kan-Sel (Black-Out) must be observed during the night. (Alarm of Precaution) will be given (b) Ordinary Kef-Kat-Kel-Hoh beforehand. In some, cases. however. Kuu-Syu-Kel-Hoh (Emergency Alarm) might be given without Kei-Kal-Kei- Hoh (Alarm of Precaution) being given previously. In all cases, however, after Kuu-Syu-Kel-Hoh Kaijo (All Clear for Alarm of Emergency) has been ordered, it must be followed by Kel-Kal-Kel- Hoh (Alarm of Precaution). So Kei- Kai-Kan-Sel (Brown-Out) should be observed until Kel-Kai-Kel-Hoh Kaljo (All Clear for Alarm of Precaution) will be issued. KEI-KAI-KAN-SEI (BROWN-OUT) (a) All outdoor lights must be turned off except those specially permitted by the Chief of the Military Garrison, (b) All indoor lights must be properly shaded so that no direct beam of light could be seen outside the premises. (c) All inside lights of a moving vehicle such as motor cars, trolley buses. etc ., must be shaded and reduced to the minimum. Head lights should be dimi- nished and covered up effectively by means of black cloth. (d) Flames, flares, etc. should also be properly shaded as in paragraph (c) above. KUU-SYU-KAN-SEI (Black-Out) (a) All the outdoor lights must be turned off. (b) Indoor lights should be turned off or perfectly shaded that no lights could be seen from any direction out- side the premises. (C) Motor cars, trolley buses cther vehicles must be stopped. and lights must be turned off. This Re- The gulation does not apply to vehicies used by the Military, Police, Fire- Brigade and Hospital, the lights of which should also be properly dimmed. (d) Flames, flares etc ., should also be put off. HIJO-KAN-SEI (Total light control) (a) All the electric supply will be switched off from the electric sta- tion and sub-stations by the orders of the Commander of the Military Garri- son and the use of all other lights must be adhered to as in Kuu Syu-Kan- Sel (Black Out). (b) Hijo-Kan-Sei control) will usually take place during (Total Light Kuu-Syu-Kan-Sel (Black Out).
