This organization was conceptualized by Shinozaki in March 1942 to protect the Chinese. Lim Boon Keng was the chairman and S.Q. Wong his vice-chairman. It acted as a go-between for the Chinese and the Japanese. There were many quarrels within the Association between the Straits-born Chinese and the China-born.
The Association was made to donate $10 million out of a $50 million levy to the Japanese in 1942. Many Chinese were forced to sell their possessions at low prices to help raise the money.
The Association was later involved in the Endau resettlement project as well. In 1943, it built a home for local refugees at the Siong Lim temple. ^^^
