Their design hardly changed until the 19th century, when rockets such as the Congreve rocket were used in battle. In 1903, a Russian scientist, Konstantin Tsiolkovsky, proposed that rockets using liquid propellants could reach space. Enthusiasts started to build such rockets during the 1920s. In 1926, an American scientist, Robert Goddard, achieved the first successful launch. During the 1930s, the German military took control of rocket groups and developed the V2 rocket.
