  95.    The IRP - BBS Bulletin Board has been operational since November 1990.
  96.                    We have had more than 5000 users!!   
  97.  
  98. We are accepting electronically filed Information Returns for registered filers
  99. with valid Transmitter Control Codes (TCC).  For Tax Year 1992, we have
  100. received over 2100 files electronically containing over 1,500,000 records.
  101.  
  102. We have an agreement with the Social Security Administration (SSA) to place
  103. some of their publications on the IRP - BBS.  We have created a mail area for
  104. the SSA so that you can obtain answers directly from Social Security personnel
  105. concerning magnetic media filing of W-2 information. Your contact with SSA is

  130. Filers are reminded that they must follow the procedures in Revenue Procedure
  131. 92-30, published in IRS Publication 1179 dated 5-92.  This document specifies
  132. the requirements for substitute forms that are provided to recipients.
  133.   
  134. The IRS has an ongoing effort to increase the uniformity  of the information
  135. returns that taxpayers receive to  prepare their income tax returns.  In many
  136. instances, taxpayers and practitioners advise the service that they do not
  137. receive documents that are in conformance to the  revenue procedure.  The
  138. Service is gathering input from  the practitioner community and taxpayers to
  139. determine a course of action to correct this problem.

  356. to the IRP-BBS.  This serves as a quick reference for you.  
  357. The most current changes start at the top.

  360. (28)  We have now implemented our new programs for Tax Year 1992
  361.       electronic filing.  Hopefully, you will find these programs
  362.       easier to use and more informative.  As in the past, you 
  363.       will need to complete the (E)lectronic Filing Authorization
  364.       under the (E)lectronic Filing menu before you can proceed to
  365.       send a file.

  367.       If you have your data ready to send, it is okay to send it
  368.       at this time.  You do not need to wait until 1/18/93.

  510. speeds from 300 to 14,400 bits per second (bps).  IRP-BBS uses
  511. Hayes Ultra 96 and 144 modems.  If problems are encountered

  532. Which data compression packages can I use? 
  533.  
  534.      Data compression programs are widely used in the bulletin
  535. board world.  Programs, such as ARC, LHARC, and ZIP compress 
  536. files to reduce transmission time.  IRP-BBS has most of its files 
  537. available for downloading in straight ASCII text and compressed
  538. with PKZIP.  PKZIP is available for downloading under the [F]iles
  539. and [S]hareware menu.
  540.  
  541.      In transmitting files to us, you may use any of the mentioned
  542. compression packages.  If you use a commercially available data 
  543. compression package which is not currently available through IRP-BBS, 
  544. please contact the Electronic Filing Coordinator at (304) 263-8700.
  545. It may be possible to add this data compression package to the 
  546. IRP-BBS if you can provide MCC with the decompression program.
  547.   
  548. What file format should I use for submitting information returns
  549. through IRP-BBS?
  550.   
  551.      The file format specified in Publication 1220, Part B,
  552. should be used to develop files for submission to MCC using
  553. IRP-BBS.  Files submitted through IRP-BBS must be in the same
  554. format as files submitted on 5 1/4" or 3 1/2" diskette or
  555. magnetic tape.
  556.   
  557.  
  558. ATTENTION FILERS:
  559.  
  560. We DO NOT need to have Carriage Return/Line Feed (CRLF) characters 
  561. in the file.  All records must be 420 characters in length.  If your
  562. software uses CRLF characters, they must be in positions 419 and 420
  563. (See Publication 1220, page 24, Sec. 3.01).
  564.  
  565. Filers who create their files in a non-DOS environment and move their
  566. files to a DOS environment for uploading may automatically have CRLF's
  567. inserted at the end of every record.  In most cases, this problem can
  568. be solved by shortening the record length by two bytes to 418 positions.
  569.

  578. How should I name my file prior to submission to IRP-BBS?

  581. In the IRP-BBS electronic filing environment, you may use any filename you
  582. wish on your system.   When you file your returns, a unique filename will
  583. be generated by the IRP-BBS and formatted in the following manner:
  584.  
  585.     Position 1-5    Transmitter Control Code
  586.  
  587.     Position 6      Type of Submission Indicator. (P = Original,
  588.                     C = Correction, T = Test and R = Replacement). 
  589.                
  590.     Position 7-8    Sequence Counter.  This indicates the number of
  591.                     files for each type of data submitted for the tax
  592.                     year (e.g.; 01 = first file submitted, 02 = second
  593.                     file submitted, etc.). This count is for each type
  594.                     of submission.  For example, if two test files and
  595.                     three original production files  were  submitted,
  596.                     the  count would be T03 for the next test file and
  597.                     P04 for the next original file.
  598.     
  599.    Position 10-12  Extension.  If no compression is used, the extension
  600.                     will be ".DAT".  If a compression package is used,
  601.                     the extension will indicate the type of compression.
  602.                     EXAMPLES:  ARC gives an extension of ".ARC", LHARC
  603.                     gives an extension of ".LZH", PKZIP gives an
  604.                     extension of ".ZIP", etc.

  607. Filers should maintain a record of the generated filenames for checking
  608. the status of the files after they are transmitted and for reference when
  609. calling MCC.  Please include your generated filename on the Form 4804/4802.

  612. What information do I need to provide before being allowed to 
  613. transmit information returns? 
  614.    
  615. You will need to complete the Electronic Filing Authorization at the
  616. beginning of the new Tax Year.  After that, your access will be updated
  617. to enable you to use the (S)end a file and (F)ile Status options.  Your 
  618. time allowance will be increased to 240 minutes.  If you feel you need
  619. more time, contact the Sysop.  You will be prompted within the
  620. authorization process for the following:

  630. What can I do if I cannot get through to IRP-BBS to file my 
  631. Information Returns because the phone lines are busy?

  633.      IRP-BBS has 32 phone lines which should be adequate
  634. to handle a large volume of calls.  However, if you cannot
  635. get through to IRP-BBS because of busy lines and run the risk
  636. of being late filing your returns, contact MCC as soon as
  637. possible.  The Electronic Filing Coordinator will be able to
  638. grant an extension of time to file.  Even when an extension of
  639. time to file is granted, you should file your Information
  640. Returns as soon as possible.

  643. Must any paperwork accompany my information returns submission?

  645.      Yes, as with files submitted on magnetic media, you must 
  646. submit Forms 4804 and possibly Form 4802.  This paperwork must be
  647. submitted within 2 days of the transmission or the due date of 
  648. the return, whichever comes first.

  665.   No, a file header cannot be used.  The file must begin with your first
  666.   "A" record.

  669. For Tax Year 1992, we have streamlined the process for uploading
  670. electronically filed Information Return Data.  The number of prompts
  671. needing to be answered when uploading a file has been reduced.  The
  672. new procedures will be implemented by the end of December.  The following
  673. is a summerization of the forthcoming process.  Additional information
  674. can be obtained from the Publication 1527 (Rev. 1992) that is
  675. available under the (F)iles (P)ublications Menu.

  678. ELECTRONIC FILING AUTHORIZATION 
  679.  
  680. You will need to complete the Electronic Filing Authorization at the
  681. beginning of the new Tax Year.   After that, your access will
  682. be updated to enable you to use the (S)end a File and (F)ile Status
  683. options.  If your logon name matches with the contact name in the 
  684. authorization file, your name and telephone number will be displayed to 
  685. the screen.  You will not have to enter this information.

  687. FILE UPLOAD
  688.  
  689. The filename we build for you will be entered into the upload prompt 
  690. automatically.  The user will not see the upload prompt at all.  The
  691. system takes you directly to the protocol selection.  Please be sure to
  692. record the filename that is displayed for you for future reference.

  694.   
  695. TEST, PRODUCTION, AND CORRECTION FILES
  696.  
  697. Test, production, and correction files all follow the same general
  698. format.  When sending a file, you will be prompted for five(5) items.
  699. If your logon name does't match the name in the authorization database,
  700. you will be prompted for eight(8) items.  When sending multiple files
  701. within a single session, you will be prompted for three(3) items for
  702. each additional file.

  705. REPLACEMENTS
  706.  
  707. When sending replacement files, several enhancements have been
  708. added to enable us to properly identify the file being replaced.  The
  709. IRP-BBS will identify for you the files eligible for replacement
  710. (excluding magnetic media files).  It is important that all replacements
  711. be correctly identified.
  712.  
  713.  
  714. The following example will help to explain the process:
  715.  
  716. A 'Production' file is sent, and the IRP-BBS filename is XXXXXP01.ZIP.  
  717. If the file is bad when you check (F)ile Status, a replacement will need
  718. to be sent.  When sending the replacement, you will select file type "R"
  719. for replacement, and the 'file to be replaced' will be XXXXXP01.ZIP.  If it
  720. is necessary to replace the same file again, the 'file to be replaced'
  721. will be the name of the original file -- XXXXXP01.ZIP.  Once the file
  722. status is good, you need to send or fax a Form 4804.

  728.  
  729. The (F)ile Status  will be expanded by the end of December.  When you
  730. call into the IRP-BBS, you will be presented with the following options:
  731.  
  732.      (1)  View Todays Files                                
  733.      (2)  View Previous Files
  734.      (3)  Exit Program
  735.      
  736. If you select (1), a list will be displayed of all file(s) you submitted on
  737. that day.  The date and time of transmission, filename, and file size
  738. will be given.
  739.  
  740. To obtain a full report on the acceptability of your file, you must select
  741. option (2).  This information is not immediately available upon completion
  742. of your transmission.  You will need to call back in 1-2 workdays to check
  743. the status of your file.  When you select (2), a list of all files
  744. submitted for the calendar year will be displayed.  The listing will
  745. include the filename, date and time the file was transmitted, number of
  746. "B" records in the file, and the file status.  If your file status is bad on
  747. any file, you will be given the option to have a report generated explaining
  748. the discrepancies found.  Up to four errors will be identified.  If more
  749. errors exist, this will be noted but not explained.

  755. What types of file transfers (protocols) are available with
  756. IRP-BBS?

  759. File Transfer
  760.  
  761. File transfer, as the name suggests, is the act of moving a file 
  762. from one place to another.  In the online community, this is  
  763. usually referred to as "uploading" and "downloading" files.  File
  764. transfer is one of the most common uses of an online computer 
  765. system.
  766.  
  767. You can provide file libraries (download areas) for your users,
  768. and you can also allow callers to add files to the libraries.  
  769. File libraries are the most common method of providing file
  770. transfers, because each file has an associated description and
  771. there are several tools for locating a specific file from the
  772. many files in the library.  In addition to file libraries, you
  773. can allow users to upload to or download from specific sub-
  774. directories on your disk or use one of the special-purpose
  775. file transfer functions TBBS provides.
  776.  
  777. File transfers are accomplished with the use of protocols-
  778. standardized file transfer methods.  TBBS supports a variety 
  779. of transfer protocols.  The protocol is selected by the user
  780. when the file transfer begins.  In order for the transfer to
  781. be successful, the same protocol must be used on the host
  782. side of the connection (TBBS) and the remote side of the
  783. connection in the user's communications software.
