  20. to try and bring you an entertaining, and informative newsletter dedicated to
  21. the spread of information and knowledge throughout the H/P community.

  27. A group called Tribunal Of Knowledge, which has undergone previous
  28. re-formations has once again re-formed. The person who is currently 'in charge'
  29. of the group says that he had permission from High Evolutionary, the  group's
  30. founder, to re-form the organization. Although the group hasn't publicly
  31. announced their existance, or written any files, we should be hearing from them
  32. in the near future.

  66. SummerCon '88 Preliminary Planning
  67. ==================================

  69. Planning for SummerCon '88 is underway.  So far, we have decided on four
  70. tentative locations; New York City, Saint Louis, Atlanta, or Florida. Since
  71. this is only tentative, no dates have been set, or reservations made for a
  72. conference.

  83. Lex Luthor of LOD/H (Legion of Doom/Hackers) has been busy with school, etc,
  84. so he has not had the time, nor the intiative to release the next issue of the
  85. LOD/H Technical Journal. On this note, he has tentatively turned the Journal  
  86. over to Phantom Phreaker, who will probably be taking all contributions for the
  87. Journal. No additional information is available.

  92. Congress To Restrict 976/900 Dial-A-Porn Services
  93. =================================================

  95. Congresss is considering proposals to restrict dial-up services in an effort 
  96. to make it difficult for minors to access sexually explicit messages. A
  97. House-Senate comittee is currently negotiating the "dial-a-porn"  proposal. 
  98. Lawmakers disagree whether or not the proposal is constitutional and are
  99. debating the issue of requiring phone companies to offer a service that would
  100. allow parents, free of charge, to block the 976/900 services. Other proposals 
  101. would require customers to pay in advance or use credit cards to access the
  102. 976/900 services.

  104. Some companies are currently offering free services that restrict minors from 
  105. accessing sexually explicit messages. AT&T and Department of Justice officials
  106. are cooperating in a nationwide crackdown of "dial-a-porn" telephone companies.
  107. The FCC recently brought charges against one of AT&T's largest 900  Service
  108. customers, and AT&T provided the confidential information necessary  in the
  109. prosecution. AT&T also agreed to suspend or disconnect services of companies
  110. violating the commission ban by transmitting obscene or indecent messages to
  111. minors.

  114. Some Hope Left For Victims Of FGD

  117. US Sprint's famed FGD (Feature Group D) dial-ups and 800 INWATS exchanges may 
  118. pose no threat to individuals under switches that do not yet offer equal access
  119. service to alternate long distance carriers. Due to the way Feature Group D
  120. routes it's information, the ten-digit originating number  of the caller is not
  121. provided when the call is placed from a non-equal accessarea. The following was
  122. taken from an explanation of US Sprint's 800 INWATS Service.

  130. With US Sprint 800 Service, a customer will receive call detail information 
  131. for every call on every invoice. The call detail for each call includes:
  132.  
  133.          o  Date of call
  134.          o  Time of call
  135.          o  The originating city and state
  136.          o  The ten-digit number of the caller if the call originates in an
  137.             equal access area or the NPA of the caller if the non-equal access
  138.             area.
  139.          o  Band into which the call falls
  140.          o  Duration of the call in minutes
  141.          o  Cost of the call

  148. Telenet Bolsters Network With Encryption
  149. ========================================

  151. Telenet Communications Corporation, strengthened its public data network 
  152. recently with the introduction of data encryption capability.
  153.  
  154. The X.25 Encryption Service provides a type of data security previously
  155. unavailable on any public data network, according to analysts. For Telenet, the
  156. purpose of the offering is "to be more competitive; nobody else does this",
  157. according to Belden Menkus, an independent network securityconsultant based in
  158. Middleville, NJ.
  159.  
  160. The service is aimed at users transmitting proprietary information between 
  161. host computers, such as insurance, or fund-transfer applications. It is priced
  162. at $200 per month per host computer connection. Both the confidentialityand
  163. integrity of the data can be protected via encryption.
  164.  
  165. The scheme provides end-to-end data encryption, an alternative method whereby 
  166. data is decrypted and recrypted at each node in the network. "This is a
  167. recognition that end-to-end encryption is really preferable to link
  168. encryption.", Menkus said.
  169.  
  170. The service is available over both dial-up and leased lines, and it supports 
  171. both synchronous and asynchronous traffic at speeds up to 9.6K BPS.

  173. Telenet has approved one particular data encryption device for use with the
  174. service, The Cipher X 5000, from Technical Communications Corporation  (TCC), a
  175. Concord, Massachusetts based  vendor. TCC "has been around thedata encryption
  176. business for quite a while", Menkus said.
  177.  
  178. The Cipher X implements the National Bureau of Standards' Data Encryption 
  179. Standard (DES). DES is an algorithm manipulated by a secret 56 bitkey.
  180. Computers protected with the device can only be accessed by users with a
  181. matching key.

  183. The data encryptor is installed at user sites between the host computer and 
  184. the PAD (Packet Assembler/Disassembler).
  185.  
  186. Installation of the TCC device does not affect the user's ability to send
  187. non-encrypted data, according to Telenet. By maintaining a table of network  
  188. addresses that require encryption, the device decides whether or not to encrypt
  189. each transmission.
