Consider for example the board on the left, which contains two <BD><SIZE=10>Destination<NM> cells and seven <BD><SIZE=14>Empty<NM> cells. The rest of the cells are <BD><SIZE=10>Background<NM> cells hence outside the playing area.
For this configuration to be valid it has to contain <UL>equal</UL> number of <BD><COL=RED>pieces<NM> and <BD><COL=RED>destinations<NM> per all players, which it does.
