  16.    This memo provides information for the Internet community.  This memo
  17.    does not specify an Internet standard of any kind.  Distribution of
  18.    this memo is unlimited.

  20. Abstract
  21.  
  22.    The IPv6 address space will be managed by the IANA for the good of
  23.    the Internet community, with advice from the IAB and the IESG, by
  24.    delegation to the regional registries.
  25.  
  26. Statement
  27.  
  28.    The IPv6 address space must be managed for the good of the Internet
  29.    community.  Good management requires at least a small element of
  30.    central authority over the delegation and allocation of the address
  31.    space.
  32.  
  33.    The Internet community recognizes the Internet Assigned Numbers
  34.    Authority (IANA) as the appropriate entity to have the responsibility
  35.    for the management of the IPv6 address space.
  36.  
  37.    The IANA will rely on the advice of the Internet Architecture Board
  38.    (IAB) and the Internet Engineering Steering Group (IESG) in the
  39.    management of the IPv6 address space.
  40.  
  41.    The IANA will delegate to regional (and other) registries the task of
  42.    making specific address allocations to network service providers and
  43.    other subregional registries.  Individuals and organizations may
  44.    obtain address allocations directly from the appropriate regional (or
  45.    other) registry, or from their service provider.

  47.    Delegation of address space by the IANA is not irrevocable. If, in
  48.    the judgement of the IANA, a registry has seriously mishandled the
  49.    address space delegated to it, the IANA may revoke the delegation,
  50.    with due notice and with due consideration of the operational
  51.    implications.  IANA will make every effort in such a case not to
  52.    revoke addresses that are in active use, unless there are
  53.    overwhelming technical reasons for doing so.

  63.    Any revenues (such as transaction fees) received with respect to the
  64.    IPv6 address space should be used only for expenses related to
  65.    registry activities, and not to subsidize any other activities.
  66.    There will be no charges for the address space itself, only fees to
  67.    recover the registry costs.

  69.    Any situation in the management of the IPv6 address space that leads
  70.    to monopoly control or predatory practices must be avoided.
  71.  
  72.    The IANA will develop a plan for the initial IPv6 address allocation,
  73.    including a provision for the automatic allocation of IPv6 addresses
  74.    to holders of IPv4 addresses. IANA will also develop mediation and
  75.    appeals procedures concerning delegation and revocation.
