  14.               Coordination of Equipment and Supplies Purchase

  17.         The purpose of this message is to pass on to all members of the
  18.    Network an agreement reached between Messrs. Steve Crocker of ARPA and
  19.    R. F. Borelli of the University of Illinois.  The Center for Advanced
  20.    Computation has agreed to study the feasibility of a coordinating point
  21.    for purchases of equipment and supplies to be used on the network.
  22.  
  23.         To this end, the Center will compile a list of common equipment and
  24.    supplies needed by Network members and ascertain the value of contacting
  25.    the appropriate manufacturers and distributers in order to negotiate the
  26.    best possible group price.  Thereafter, the results of the negotiations
  27.    will be passed on to Network members with a resulting listing of items,
  28.    costs and supplies.

  30.         The two biggest pitfalls with this concept are:
  31.              1.  Insufficient demand for commonly required items.
  32.              2.  Not satisfying each organization's administrative
  33.                  requirements for competitive bidding on items
  34.                  which are not sole-source justified.
  35.  
  36.         At this time, it appears to be premature to allow this to stop the
  37.    idea.  After the listing of items and range of sources are collected and
  38.    analyzed, these two points can be addressed.  In fact, this project may
  39.    have to be abandoned; however, there are sufficient reasons to believe
  40.    that these problems can be overcome to make the venture workable.

  42.        We request that all members of the Network forward to the Center,
  43.    ATTN. R. F. Borelli, a descriptive listing of equipment and supplies
  44.    they require in this fiscal year.  Particular attention must be paid to
  45.    listing all the acceptable alternates to increase the changes of
  46.    commonality.  For example: TI-725 terminals could be considered a
  47.    substitute for Teleterms 1030's, etc.  The only items excluded at this
  48.    time are 2400 ft. Magnetic Computer Tapes, tabulating cards, and
  49.    conventional computer printer paper.  Any added suggestions or ideas are
  50.    both encouraged and welcomed.
