  11. The DDN MANAGEMENT BULLETIN is distributed online by the DDN Network
  12. Information Center under DCA contract as a means of communicating
  13. official policy, procedures and other information of concern to
  14. management personnel at DDN facilities.  Back issues may be read
  15. through the TACNEWS server ("@n" command at the TAC) or may be
  16. obtained by FTP (or Kermit) from the NIC.DDN.MIL host [192.67.67.20]
  17. using login="anonymous" and password="guest".  The pathname
  18. for bulletins is DDN-NEWS:DDN-MGT-BULLETIN-nn.TXT (where "nn" is the
  19. bulletin number).

  22.                REGISTRATION OF IP NETWORK NUMBERS

  25. RFC 1174 recommended eliminating the distinction between "connected"
  26. and "unconnected" networks, i.e. between those networks connected to
  27. the DDN and Internet, and those that are not.  Although the NIC had
  28. made some procedural changes in order to comply with the
  29. recommendations of RFC 1174, it is now necessary to reinstate the
  30. previous IP network number registration polices.  This reinstatement
  31. of the former methods is taken to provide time for a more thorough
  32. investigation into the impact and cost of such changes.  In order to
  33. accomplish this reinstatement, the distinction of "connected" and
  34. "unconnected" networks must be re-established.  The following changes
  35. are being made to restablish this distinction:

  37. 1. Effective immediately, applicants wishing to obtain IP network
  38.    numbers must use the application dated 7/90 (later applications will
  39.    be returned to the applicants with a request for further information).
  40.    This application is online on the NIC.DDN.MIL host as
  41.    NETINFO:INTERNET-NUMBER-TEMPLATE.TXT.  Applicants wishing connected
  42.    status for their networks must identify a government sponsor
  43.    authorizing their connection.

  45. 2. Information regarding unconnected networks and Autonomous System
  46.    Numbers (ASNs) will no longer be available through WHOIS.
  47.  
  48. 3. The NIC will contact people who registered networks or inverse
  49.    addressing (IN-ADDR) information from the end of September to the
  50.    present in order to ascertain their status according to the change
  51.    in policy.  If such networks are unconnected or do not have
  52.    government sponsors, their data will no longer be available via
  53.    WHOIS.

  55. 4. The Official DoD Internet Host Table will be larger than it has
  56.    been in the last few months.  Sites wishing to FTP this table should
  57.    plan to do so in off-peak hours.
