Re-Index QWK Subs for VBBS 5.60

This program will relieve the sysop of the burden of keeping
track of the QWK numbers assigned to message subs.
Background:
QWK messages readers are a popular form of off-line
message reader, saving the user on-line time by compressing
the unread messages into a single file that can be
downloaded. VBBS has the ability to create these message
packets from the message areas, and the areas that are
available for QWK message retrieval may be configured by the
sysop in VCONFIG.
How it works:
Each message sub may be assigned a QWK conference number.
This number must be unique to that sub, or replies created
by the QWK off-line readers will be posted to the incorrect
subs. The QWK number must be between 2 and 255, as 1 is
reserved for e-mail. The message areas appear to the
offline reader in the order of the QWK numbers assigned to
the message areas.
QWKSORT looks for non-compliant numbers and re-assigns
them to valid ones. It also checks for duplicates and
assigns duplicates a unique number. QWKSORT does not change
existing, compliant numbers.
To add a sub:
Follow the instructions as outlined in the VBBS manual
for creating a message sub. If the QWK feature is to be
enabled for that sub, place a number greater than 255 in the
QWK conference field. Run QWKSORT in the main VBBS
directory, and the new sub will be assigned the lowest
available QWK conference number available, from 2 to 255.
This provides the sysop with a quick and easy way to assure
that the QWK number assigned to a new sub is unique, and it
fills the QWK series when subs are removed. It will run while
users are on other nodes, but the results of running it during
the preparation of a QWK packet are questionable at best.
Be aware that if you re-assign a QWK number from one sub to
another and users with QWK replies post them after the
change, the posts from the prior sub will be posted in the
newly assigned area. With the changes made to this version
of QWKSORT, this will be a rare occurance, but it is a good
practice to enable network validation on the newly assigned
sub to catch any of these rogue messages before they make it
out onto any of the networks.

Version notes:
5.6 - Changed away from complete reorder of QWK numbers to
inclusion of out of range or duplicate numbers at
lowest available QWK number. Some sysops using the
program frequently had posts crossing into other
message areas after QWKSORT, from REP packets posted
to renumbered subs.
