■ In order to maintain a productive & friendly atmosphere, it's
necessary to have rules or guidelines.
■ These guidelines were written for the protection & benefit of all
persons participating in The Global-Link Network Inc..
■ The individual participating SYSOP is responsible for enforcing
these rules & guidelines.
■ The Network Administrator reserves the right to admit or refuse any
BBS or SysOp as a participating member of the Network.
■ The Network Administrator reserves the right to remove or suspend
network access of any individual for any action considered detrimental
to the function, goals, spirit or quality of The Global-Link Network Inc..
■ While it is not the intent of The Global-Link Network Inc. or the
Network Administrator to interfere with any SysOps authority on his
or her own BBS, all of The Global-Link Network Inc. conferences are
subject to the jurisdiction of these guidelines.
■ These enclosed Rules & guidelines are subject to change. Proper
notice will be given in the event of such changes in the Net Admin
conference & in the monthly distribution of this information package.
The most current version of these rules & guidelines take precedence
over all previous versions.

■ No illegal activities, including but not limited to the promotion
thereof will not be allowed within The Global-Link Network Inc..
Any such activities constitute a grievous reason for the removal of
the Node or Hub from the Net, & may necessitate compensatory action
against the violator for any legal liabilities such activities may
cause The Global-Link Network Inc..

■ No BBS Ads (except in the authorized BBS Ads Conference)
The placement of BBS telephone numbers within messages to advise
users of a contact telephone number is not considered a "BBS Ad"
as long as the intent of the message is clearly evident without
the telephone number.
■ No advertising of products or services are allowed accept in the
"For Sale" conference.

■ The Global-Link Network Inc. is operated as a public service by the
Network Administrator.
■ The Net Host BBS equipment is NOT the property of any system relaying
with The Global-Link Network Inc..
■ No claims may be made against any software or hardware that comprises
the Net Host BBS. All software & hardware required to operate the Net
Host BBS is privately owned & used with permission by The Global-Link
Network Inc. subscribers.
■ Pursuant to the ELECTRONIC AND COMMUNICATIONS PRIVACY ACT of 1986
TITLE 18, UNITED STATES CODE, Sections 2510, 2520, 2530 & following,
notice is hereby given that there are no facilities provided by this
system for sending or receiving private or confidential messages.
The System Operator(s) can & may read all messages left by any user.
■ SYSOPS periodically review ALL messages & communications, & reserve
the right to edit, relocate, delete or make same available to properly
constituted law enforcement agencies without the necessity for
subpoena, data in active message bases & or backup media.
■ We actively encourage & promote the free exchange & discussion of
information, ideas & opinions except when the content would in way
compromise national security of the United States, violate proprietary
rights, personal privacy, or applicable State, Federal, or Local laws
& regulations affecting telecommunications or constitute a crime or
libel.
■ All BBS SysOps & users participating within The Global-Link Network Inc.,
must be aware that there are no facilities provided by the Network
for sending or receiving confidential electronic communications.
■ All participating Network SysOps must agree, as a condition of Network
membership & participation, that they will notify anyone reading or
exchanging messages within all The Global-Link Network Inc. conferences
on their BBS of all Network guidelines & that The Global-Link Network Inc.
nor their BBS has facilities for exchanging confidential electronic
communications.
■ Suitable bulletins & or news displays should be placed in a prominent
place within the users viewing capabilities.
■ All messages posted in The Global-Link Network Inc. conferences are
deemed to be public.
■ Access policies to the private conferences must be maintained to
restrict access to only the private conference members as described
in these guidelines.
■ The Global-Link Network Inc. & all member SysOps assume no
accountability or liability whatsoever for any violations of this
policy by any and all users of The Global-Link Network Inc..

║ - - - Disciplinary Action - - - ║
╚══════════════════════════════════════════════════════════════════════╝
■ Any suspensions or removals from the Network may only be performed by
the Network Administrator.
■ First offense. The user will be warned.
■ Second offense. The user is subject to removal from the conference(s)
for a minimum of ten days.
■ Third offense. The user is subject to removal from the conference(s)
or the Network if appropriate, for a minimum of thirty days.
■ Fourth offense. The user is subject to removal from the conference(s)
or the Network if appropriate, permanently or until the Network
Administrator declares otherwise.
■ Appeals can be made to the Network Administrator by sending a private
message in the Net Admin conference.
■ SysOps always have the discretion to remove their own users at any
time from the conferences for violations of these rules & guidelines.

║ - - - Making Amendments To The Network Rules & Guidelines - - - ║

■ The Network Administrator is responsible for implementing any changes
to the rules & guidelines.
■ Regional Hubs, Hubs, Nodes & Conference Moderators may request
amendments to the rules & guidelines from the Network Administrator.
■ Such requests & discussions MUST take place in the Net Admin
conference only.

║ - - - Network HUB SysOps - - - ║
╚══════════════════════════════════════════════════════════════════════╝
■ All Hub SysOps are responsible for "enforcing" any & all rules &
guidelines within their region.
■ When any Hub SysOp has been "notified" by the Network Administrator
to remove the net access of a Node the Hub SysOp should remove the
Node's access as soon as possible. In the event that the Hub SysOp
"does not" comply with a Node access removal request, the Hub SysOp's
access may be removed & the Hub assignment may be passed to another.
■ The Hub SysOp has the authority to remove the access of a Node for
one (1) day if the situation warrants such an action for violation of
these rules & guidelines.
■ Immediately following any Node's access removal, the Hub SysOp must
notify the removed Node by voice & the Network Administrator via
voice or public message in the Net Admin conference explaining the
situation in full.

║ - - - System Requirements - - - ║

■ You MUST have ample HD space to accommodate the flow of messages.
■ You MUST have at LEAST a 2400 baud modem & be willing to pick
up the conferences daily, & at your own expense.

║ - - - BBS & Network Software - - - ║
╚══════════════════════════════════════════════════════════════════════╝
■ Network members must use legally registered network software that
produces or processes .QWK mail bags.
■ Network members must use legally registered BBS software.
■ Network members are required to use a registered copy of Robocomm
as their mail communications software.
This excellent software handles mail & file transfers with ease.
The use of other comm programs & scripts causes network tie ups,
and delays in connecting for mail.
We have made special arrangements with Parsons Consulting to give
The Global-Link Network Inc. members a 50% discount on the
registration of Robocomm.
Contact the Network Administrator for information on ordering
Robocomm.
Robocomm is the ultimate tool for unattended BBS communications.
■ The Network Administrator reserves the right to decline & or
terminate access to the Network to those individuals failing to
operate with the properly registered or purchased software used for
netmail operations.

■ All Regionals & Hubs are required to carry ALL conferences.
■ All Nodes are required to carry at least the following conferences:
■ 109 - Moderators
■ 119 - Net Admin - This conference is a PRIVATE conference
■ 120 - Net Chat
■ 121 - New Users
■ 122 - Newsletter
■ 124 - Nodelist
■ All Advertising & Support conference sponsors are required to carry
the following conferences:
■ 109 - Moderators
■ 119 - Net Admin - This conference is a PRIVATE conference
■ ??? - Your Sponsored Conference(s)
■ The Newsletter conference is a public conference open to all users and
SysOps of the Network for reading purposes only, no users or SysOps
may post any messages whatsoever in this conference. All posting to
the conference will be done by the Network Administrator. Any replies
placed in the Newsletter conference will be moved to another area.
■ Subscribing systems are allowed to send new information about their
systems in the Net Admin conference, to be later posted in the monthly
Newsletter. Please limit your information to 2 lines.
■ Announcements may be made in the BBS Ads conference.
■ Network member SysOps MUST monitor the Net Admin conference on a
regular basis to be aware of Network announcements.
■ SysOps must "correct" any detrimental activity coming into the
The Global-Link Network Inc. via their board, on a timely basis,
including but not limited to duplicates, cross-echoes, abusive users
& improper or excessive tag lines. All Hubs must ensure that their
Nodes take corrective action against these or other problem areas.
■ All of The Global-Link Network Inc. conferences are to be considered
public access & accessible to all users, except the Net Admin
conference, which is private conferences for Network SysOp use only.
■ Network Related Discussions or Debates will be discussed in the
Net Admin conference only.
■ SysOps will make their users aware of The Global-Link Network Inc.
conferences not carried. This must be done by means of news screens
& or bulletins. If you are carrying multiple Networks, please have
your conference menu display some type of coding that designates our
conferences from other Network conferences that you have available.

║ - - - Message Purging - - - ║

■ It is recommended that SysOps keep:
■ At least 100 messages per conference.
■ 30 days of messages per conference.
■ No more than 1000 messages per conference.

║ - - - Relaying Frequency - - - ║
╚══════════════════════════════════════════════════════════════════════╝
■ It is required that ALL participating members in the U.S. relay once
a day through the Host system or via satellite.
■ ALL International Regional Hubs MUST relay through the Network Host
or via satellite once a day.
■ ALL International Hubs MUST relay through a Regional Hub or via
satellite ONCE a day.
■ All International Nodes MUST relay through a Regional Hub, Hub or via
satellite once a day.
■ When a node does not relay often, users tend to become discouraged
with the conference areas.
■ In the event that any SysOp does not relay for 3 consecutive days,
& without "notification" to the Network Administrator, the SysOp
may be temporarily OR permanently removed.
This is solely at the discretion of the Network Administrator.

║ - - - Time Slots - - - ║

■ The Host system can handle mail calls 24 hours a day, though it is
reccomended that mail runs are made between the hours of:
11:00 P.M. and 6:00 A.M. This will keep costs down.
■ Time slots are configured for mail transfer by the participating
systems in a tier system as follows:
■ The Regional Hub configures the time slot for Hubs & Nodes to pick
up mail from their Regional System.
■ The Hub configures the time slot for Nodes to pick up mail from
their Hub System.
■ Time slots are configured so that connections for mail transfer can
be accomplished without delay & overlap.

║ Vacationing SysOps ║

■ It is understood that SysOps take vacations, (We hope!)
■ The Global-Link Network Inc. requests that a vacationing SysOp have
another responsible SysOp monitor their BBS in his/her absence.
In the event that any Node does not relay within 3 consecutive days,
the Regional Hub may decline to hold mail until the Node SysOp has
contacted the Regional Hub.
■ It is also understood that users may commit "violations" of
The Global-Link Network Inc.'s guidelines in the absence of a full
time SysOp & that immediate action may not be able to be taken by the
appointed SysOp.

║ - - - Message Posting Etiquette - - - ║

■ All Global-Link Network SysOps are strongly encouraged to enforce
proper "quoting" of messages. Quoting of entire messages is a
burden to those who are paying long distance phone bills.
■ New systems are allowed to post 1 message in each of the following
conferences only announcing they have joined
The Global-Link Network Inc.
# 121 - Newusers
# 119 - Net Admin
Please do not place "Joining" messages in every conference.
This is a burden to those who are paying long distance phone bills.
■ When posting a new message, please use the MOST appropriate
conference for the topic of your discussion. When messages are
entered in the wrong conference they cause confusion.
■ When replying to messages, please consider the TOPIC of your reply.
Choosing a topic that best describes your message will provide
others with a quick way to locate your message.
■ The messages here are the property of The Global-Link Network Inc.
and are not to be broadcast or sent out on any other net without the
express written consent of The Global-Link Network Inc..
■ PCBoard or similar BBS software specific macros are not to be used
anywhere in the Network. Macros may not be compatible with other
systems.
■ ANSI messages are permitted ONLY in the ANSI conference.
■ No one may copy, quote verbatim, or extensively quote a message
from one issue oriented conference to another without permission of
the originator of the message. In addition retransmission of public
or private messages dealing with administrative matters to anyone
other than the user, Sysop, Conference Moderator or Network
Administrator member involved in order to harass, bully, bring other
users into the private administrative discussion or substantially
distort that administrative action is considered grounds for
disciplinary action & potential removal from the Network.
■ Bombing the Network, or the practice of a user generating multiple
non-related messages for the purpose of disrupting a conference or
the Network is prohibited.
■ Messages that are specifically intended to mislead & deceive are
considered to be disruptive to a conference.
■ Messages meant to harass or bully another user are not allowed.

■ No offensive or abusive language is allowed in any of the conferences
unless otherwise noted within the individual conference description.
■ The abuse of other users of The Global-Link Network Inc. conferences
through the use of any word, group of words, expression, comment,
suggestion, or proposal which is:
■ Abusive ■ Arrogant
■ Ethnically demeaning ■ Filthy
■ Flaming ■ Indecent
■ Insulting ■ Lascivicious
■ Lewd ■ Obscene
■ Profane ■ Racially demeaning
■ Sexually demeaning ■ Slanderous
Is strictly prohibited within The Global-Link Network Inc.
conferences.
■ Abuse of other users on the basis of:
■ Character ■ Ethnic background
■ Gender ■ Intelligence
■ Physical characteristics ■ Religion
■ Sexual orientation
Will not be tolerated in The Global-Link Network Inc. conferences.
■ Anyone found violating the these rules is to be removed from the
conference. Further occurrences of this abuse will result in the
user(s) being removed from the Network completely.
■ Network SysOps can & will be held accountable for failure to
remove any user or users who violate these rules & guidelines.
■ We cannot ask that users be removed from your BBS, but if they are a
problem to The Global-Link Network Inc. they must not have access to
it.
■ The Global-Link Network Inc. & all member SysOps assume no
accountability or liability whatsoever for any violations of this
policy by any & all users of The Global-Link Network Inc. conferences.

║ - - - Alias Names - - - ║

■ No aliases unless otherwise noted in individual conference
descriptions.
■ Each participating system is responsible for the names used on his or
her BBS.
■ Obvious Alias names are not to be used in any of the conferences.
If you have alias users, they must NOT be able to access or enter
messages into ANY of The Global-Link Network Inc. conferences, unless
otherwise posted for an individual conference.
■ An alias is defined as a name used by a caller whose intent is to
prevent identification of the caller by the SysOps & any other
Global-Link Network member. SysOps of each participating BBS are
responsible for ensuring that only validated users are allowed to
exchange messages within conferences that are relayed by The
Global-Link Network. If the SysOp grants a user an alias for what
the SysOp deems is a valid reason, such as security & that alias is
not apparently an alias (such as Dr. Modem, which is) then there's
no need to inform The Global-Link Network Inc. of that alias.
Should the Network Administrator feel a user is using an alias the
SysOp of the originating board must either validate or remove that
user.
■ Duplicate names within The Global-Link Network Inc., such as three
John Smiths, will be handled by the Node SYSOPS of the involved boards
in a manner which would not cause an alias to be relayed (example,
John Smith, Johnny Smith, J. Smith or Johnnie Smith)

■ The Network Administrator reserves the right to ad new conferences.
■ The Network Administrator reserves the right to review all issues
arising out of conference requests.
■ Proper procedure for proposing a new conference are as follows:
■ Send a message to the Network Administrator, Louis Moritzky in
the Net Chat or Net Admin conference stating that you would like
to start a conference.
■ The following must be listed in your message:
■ A) The Name of The Conference (13 Letter Limit)
■ B) A full description of the conference.
■ C) The name of the conference Moderator (if any).
■ Upon receipt of the message the Network Administrator will discuss
with the Network the feasibility of the conference and will inform
you in a message as to the status of your approval.

║ - - - Removal Of A Conference - - - ║

■ The Network Administrator will monitor, on a monthly basis,
conference activity.
■ Conferences that have no activity for a period of 90 days are subject
to removal.

║ - - - Access Fees - - - ║

■ All participating subscribers in The Global-Link Network Inc. have
the freedom to solicit, but not grant Global-Link Network Inc.
membership.
■ Conference message bases may not be sent to non subscribing Nodes
without the permission of the Network Administrator.
■ No Network subscriber may charge its users specifically for access to
The Global-Link Network Inc. conferences beyond whatever subscription
rate, if any, they charge for access to their BBS. No Sysop may charge
another SysOp for access to The Global-Link Network Inc. conferences.
