  15. 2.  BRESK always used all scores to compute the overall score.

  19. 1.  You may now put the name of the .cfg file on the command line.
  20.     ie:  BRESK 009.CFG - this will use 009.CFG file for the config settings.
  21.     Running BRESK with nothing else on the command line will still use
  22.     BRESK.CFG for the config file.
  23. 2.  Added Color bulletins
  24. 3.  Added Percent of Change Bulletin. This bulletin shows how much a planet 
  25.     has changed over the last 7 days. Note that the program must run for 7 
  26.     full days before this bulletin will show anything other then 0's. On the 
  27.     8th day this bulletin will be working.
