  18. defense while you worry about other things.  They are generally more
  19. advantageous in the latter times, because the prices have risen, and your
  20. production does not decrease.  Also, industry will use unused production
  21. capacity to produce money.  This is useful in times of crisis.

  25. Cities encourage people to move to your empire.  People will travel from
  26. various places to come and live in your empire, which will enable you to
  27. earn taxes from them.
