  2.      WORLDTLK CONFERENCE RULES & GUIDELINES
  3.      ======================================

  5.      WORLDTLK is an international conference currently distributed on
  6.      *five* major star backbone systems in Zone 1, Zone 2, Zone 3,
  7.      Zone 4 and Zone 6 representing North America, Europe, Australia, New
  8.      Zealand, Mexico, South America and the Far East.  
  9.      
  10.      WORLDTLK is being distributed in Zone-4 through the official Z4
  11.      Echomail backbone. WORLDTLK is being linked to Zone-4 as part of
  12.      the IDS project,  which stands for the Independent Distribution System. 
  13.      Mexico has also been linked via this distribution system. Pablo Kleinman
  14.      and his collegues are providing the IDS distribution for the WORLDTLK
  15.      dissemination. Currently we have several nodes in Mexcio, Argentina 
  16.      & Uruguay receiving WORLDTLK. Most recently, WORLDTLK now has
  17.      receiving nodes in the Far East. Singapore was the first to
  18.      link and others will be reported as they come online.

  20.      Distribution to parts of Eastern Europe, the Ukraine and the
  21.      Soviet Union is also underway and currently we have nodes
  22.      receiving WORLDTLK in Leningrad, Novosibrisk, Estonia, Poland and
  23.      Yugoslavia. The Zone-2 gateway is the official TAPgate (Bruce
  24.      Bodger in the USA and Joop Mellaart in Europe). The Zone-3
  25.      gateway is UNitex (USA) and Craig Silva (Australia).

  27.      Our primary goal is to provide a 'free' exchange of information, 
  28.      news, data and technology between nations and to assist in the 
  29.      breakdown of North-South boundaries as they appply to the the 
  30.      industrialized nations and the underdeveloped nations of the world. 
  31.      We hopefully will be gating this conference soon to the Far East
  32.      and Africa.

  34.      The Conference is sponsored by UNITEX Communications, a project of
  35.      UNitek Research Institute and is moderated by Dr. James Waldron, CEO
  36.      and Executive Director, UNitex.
  37.      
  38.      I'm sure the various backgrounds of our international readers will 
  39.      help to strengthen this project of international debate and discourse 
  40.      using current political issues and topical news that has global 
  41.      ramifications.  The Moderator does not censor material or postings but 
  42.      tries to direct the focus and the subject matter to the issues at-hand, 
  43.      whatever they may be.

  45.      The Rules and Guidelines that are highlighted below are not
  46.      deterrents but just 'guides' to help you stay on track and to avoid
  47.      personal involvement with the issues that can often get
  48.      'argumentative' and personal. Staying objective is often a difficult
  49.      task, even more so on an international theatre. Our jobs, as
  50.      moderators, is to assist in this direction and to reap the most, for
  51.      the participants of this conference, from the dialoges and exchanges
  52.      that will transpire.

  54.                   Purpose, Rules and Guidelines
  55.       
  56.      The purpose of this conference is to provide a current forum for
  57.      the exchange of information and news relating to the current
  58.      international political spectrum. 
  59.           
  60.      Several of the postings here will be by UNITEX COMMUNICATIONS.
  61.      Unitex will provide updates and weekly  summaries from the 
  62.      United Nations General Assembly, news bulletins and news flashes 
  63.      from other related UN organizations. Other international news 
  64.      magazines and journalists will also be posting current world 
  65.      information and topical news into this confernce.

  67.      This is NOT a read-only conference BUT good judgement should be
  68.      exercised before submitting replies or general inquires.  Good
  69.      journalism on topical or international issues is of prime
  70.      importance. 
  71.      
  72.      This conference will undoubtedly reach many university and
  73.      college sites, private foundations, governmental and
  74.      non-governmental agencies, educational institutes and other
  75.      related organizations. Questions or statements entered into this
  76.      conference will, in many cases, be viewed and replied to, by
  77.      journalists and other professionals in the political and social
  78.      science fields, United Nations or governmnet agencies and
  79.      closely allied areas.

  81.      Please use good judgement, diplomacy and discretion when making
  82.      statements or inquiries in the WORLDTLK Conference. This is
  83.      truly an international forum which adheres to the protocols that
  84.      are currently used by the international press associations, the
  85.      United Nations and other foreign press associations.

  87.      GUIDLINES

  90.         1. Please stick to the topic of World News. 
  91.      
  92.         2. The use of foul language, name calling or 
  93.            offensive postings will not be tolerated.
  94.      
  95.         3. Use private netmail for any personal inquires 
  96.            or questions which would not have general appeal.  
  97.            
  98.         4. Do not engage in excessive quoting of original messages 
  99.            since this is an international conference is is gated 
  100.            to several countries.

  102.      This is a MODERATED conference.  The moderator reserves the
  103.      right to enter timely messages such as the WORLDTLK rules,
  104.      guidelines and protocol. Individuals who continue to post 
  105.      off-topic messages or to be constantly abusive, after being
  106.      warned of thier behavior, will be asked to leave the conference
  107.      and will be considered excessively annoying under Policy 4 and 
  108.      in non-compliance with standard fidonet echomail policy and 
  109.      the current interpretation of Echopol.
