In 1994 The Gallup Organization, found nearly half of all consumers
consider checks the MOST CONVENIENT way to pay for purchases; only cash
came close to matching checks in popularity.
Those consumers surveyed by Gallup reported checks were used to pay for
purchases 48% of the time; only 15% reported using checks less than 1%
of the time, while 10% said they use checks all of the time to pay for
retail purchases. Overall, Gallup found, 33% of consumers use checks
more than 25% of the time at the merchant check out.
Convenience seems to be a big draw for check writing. Of those queried
this year (1994) by Gallup's pollsters, 43% said they found it very
inconvenient when retailers do not accept personal checks; only 24% said
it was NOT inconvenient.

1. ONE time signup fee of $49.00
2. Transaction fee of 1.5% or $1.50 minimum. *DISCOUNTS* for AOP
members as well as other associations and larger Online Systems or

3. Postage and Handling charge of .50 cents for one to a million
checks. In another words whether one check or thousands are mailed
they are only .50 cents to cover postage and handling. Included in
mailing is full reporting for NO extra charge.

This service is established as legal method of payment as provided in
the Uniform Commercial Code, Title 1, Section 1-201(39) and Title 3,
Sections 3-104, 3-401 and 3-403;Code of Federal Regulations, Title 12,
Chapter II, part 210; and Regulation J, Federal Reserve Bank, Part 2,
Sections 4A-201 to 4A-212. See Romani V. Harris, 255 md. 389.
Is there PROTECTION and SAFETY to the SysOp & the consumer? YES!
1. Processing center is regulated by the Federal Reserve. One call by a
bank that reports fraud can freeze all accounts to the processing
center. Processing center has direct line to the Federal Reserve has
no interest in freezing their assets. They have a fiduciary
responsibility.
2. It is a *FELONY* to commit bank fraud. There are very stiff
penalty's and jail time. There are good audit trails to find any
discrepancies. Sysops would never want to be put in the position of
doing anything of a questionable nature. There are built in check
and balances for large ticket items that are flagged in the system
and voice verified.
3. Processing is regulated by N.A.C.H.A. (National Automated Clearing
House Association). There are strict guidelines and policing within
association.
4. Erroneous Debits are handled by a phone call to your bank or signing
an affidavit at YOUR bank depending on the individual bank policy.
You have a full 30 days from the time of your BANK STATEMENT to
request an adjustment or credit to YOUR account. If you find
something wrong or have a difference regarding services or product
purchased the bank handles it similar to a credit card error. The
bank will credit back your account and get the vendor side of the
matter to make a determination as to who is liable for the charge.
FULL CONSUMER protection! If the charge was fraud you are credited
back the debit. If it is a difference of consumer against vendor
then it will be decided upon by the banks similar to a decision by a
credit card company. PROTECTION for BOTH!
