  44.     Whereas, the overall situation regarding the use of 
  45. drugs in our society and the crime and misery that 
  46. accompanies it has continued to deteriorate for  several 
  47. decades; and
  48.     
  49.     Whereas, our society has continued to attempt, at 
  50. enormous financial cost, and loss of civil liberties, to 
  51. resolve drug abuse problems through the criminal justice 
  52. system, with the accompanying increases of prisons and 
  53. numbers of inmates; and
  54.  
  55.     Whereas, the huge untaxed revenues generated by the 
  56. illicit drug trade are undermining legitimate governments 
  57. world-wide; and
  58.  
  59.     Whereas, the present system has spawned a cycle of 
  60. hostility by the incarceration of  disproportionate numbers 
  61. of African-Americans, Hispanics, and other minority groups; 
  62. and 
  63.  
  64.     Whereas, the number of people who have contracted AIDS, 
  65. hepatitis, and other diseases from contaminated hypodermic 
  66. needles is epidemic under our present system; and
  67.  
  68.     Whereas, in our society's zeal to pursue our criminal 
  69. approach, legitimate medical uses for the relief of pain and 
  70. suffering of patients have been suppressed.

  72.     Therefore be it resolved that our society must recognize 
  73. drug use and abuse as the medical and social problems that 
  74. they are and that they must be treated with medical and 
  75. social solutions; and 
  76.  
  77.     Further be it resolved that an objective commission be 
  78. immediately empowered by the President and by Congress to 
  79. recommend revision of the drug laws of these United States 
  80. in order to reduce the harm our current policies are 
  81. causing.

  88.     On February 26, 1993 a group of concerned citizens met at the 
  89. Hoover Institution on the campus of Stanford University and 
  90. unanimously passed a resolution which recommends that our country 
  91. investigate the possibility of change in the way we handle our drug 
  92. problem. The Resolution, which recommends that these medical and 
  93. social problems be treated with medical and social solutions, is 
  94. attached hereto.   It further recommends that one final blue ribbon 
  95. commission be immediately empowered by the President to recommend 
  96. revisions of the drug laws of these United States to reduce the harm 
  97. caused by this drug problem.  The original signers of the Resolution, 
  98. who are known as the National Coalition for Drug Policy Change, are
