  9. The following is a brochure that has been printed by "Pay for Schools
  10. by Regulating Cannabis." The next post is a copy of the text of our
  11. proposed law. It is long, so be forewarned. This brochure is a nice one
  12. and we can't fully represent the graphics in the brochure, but we have
  13. posted this to give others an idea of the tact of our campaign. Even
  14. if the DEA gets to read this a little earlier than they would have
  15. otherwise, by posting it here, we thought this would help other activist
  16. devise a successful campaign to end cannabis prohibition. Here it is:

  21. Cannabis hemp, also known as  marijuana, makes paper, such as

  148. What is cannabis hemp?
  149.    A plant that has been  cultivated by people for more than
  150. 10,000 years. The first cloth and the first paper were made from
  151. hemp. It grows in every climate and grows more quickly than any
  152. other plant outside the tropics.

  154. What are the benefits of cannabis hemp?
  155.     It produces more fiber, protein and oil than any other plant
  156. on our planet. It can be used to make 50,000 different products.
  157. The stem produces fiber for paper, textiles, cordage and
  158. building materials. According to US Dept. of Agriculture
  159. Bulletin 404, a waste product from making textiles from hemp
  160. produces more than 4 times more paper than trees. The hemp seed
  161. produces an oil that is the healthiest edible oil. The oil can
  162. be used for everything that petroleum can be used for. The
  163. diesel engine was invented to run on hemp seed oil. The plant
  164. can be grown without the use of pesticides or fertilizers. The
  165. deep tap root draws up sub-soil nutrients that are used by other
  166. crops in rotation. The plant fixes carbon from the atmosphere in
  167. its leaves,which returns to the soil while processing the fiber.
  168. The flowers produce a medicine which  treats glaucoma and helps
  169. relieve symptoms of multiple sclorosis, AIDS and cancer patients
  170. undergoing chemotheraphy. In fact, 80% of cancer doctors
  171. (onocologists) say they would prescribe cannabis if they could.

  173. The Drug Enforcement Administrations's own administrative law 
  174. judge ruled that, "cannabis is the safest therapeutically active
  175. substance known."  Hemp products, in every case, are better than
  176. any alternative for the environment and our health .

  178. What is the history of cannabis hemp?
  179.     Hemp was among the first plants purposely cultivated by
  180. humans over 10,000 years ago. It was used to make the first
  181. twine, rope and fabric. Paper was invented from it more than
  182. 2000 years ago in China. Hemp was the main fiber for paper
  183. until the 1860's. Most of the world's lamps were lit with
  184. hemp-seed oil until the 19th century. Because hemp products were
  185. labor intensive, hemp declined as new processes were invented
  186. for petroleum products and tree-based paper.
  187.     With the introduction of new machinery (the decorticator) at
  188. the turn of this century, hemp production became much less
  189. expensive. The price of hemp fiber dropped to a penny on the
  190. dollar, much the way cotton prices had dropped with the
  191. invention of the cotton gin. When the companies that manufacture
  192. petroleum products, paper with trees and other affected
  193. industries realized that hemp products were going to compete
  194. with them, they moved to eliminate the competition. Hemp is
  195. farmed and is naturally decentralized; the petrochemical and
  196. tree-based paper industries are naturally centralized, because
  197. of the huge amounts of money needed to enter. They created a
  198. misinformation campaign and renamed hemp. They called it
  199. marijuana, playing on racial tensions and the Hispanic origins
  200. of that term. They said that a "deadly new drug called
  201. marijuana" drove people to kill their family and friends. We
  202. call that misinformation campaign "Reefer Madness," from a movie
  203. of that period depicting this hoax. A decade after hemp was
  204. prohibited, they changed their story and said "marijuana" made
  205. people lazy. Quite a change!
  206. By that time, however, hemp was illegal and their industries
  207. were safe from competition from hemp.

  209. What is the Oregon Cannabis Tax Act?
  210.     An initiative that the state of Oregon will vote on November
  211. 5, 1996. A group of concerned citizens were aware of hemp's
  212. environmental benefits, the harm done by prohibition and the
  213. lies that were used to criminalize hemp. The proposal will
  214. regulate cannabis sales through liquor stores, raise funds for
  215. schools and colleges, set up a drug education program and fund
  216. drug treatment programs.

  218. How will the OCTA benefit Oregon?
  219.     It will create thousands of ecologically sound jobs
  220. throughout Oregon. Our state's paper and timber workers are
  221. losing their jobs because of the depletion of old-growth
  222. forests. Many of the new  jobs created by the re-legalization of
  223. hemp will be in these very industries, since hemp fiber makes
  224. the best paper and building materials. That amounts to thousands
  225. of jobs, but it will create thousands more. Oregon will lead the
  226. way in innovative new products. Hemp seed food, oil, plastics
  227. and fuel. Our farmers will have a valuable new crop and will be
  228. able to supply pharmacies in 36 other states that allow cannabis
  229. for medicine but have no current, legal supply. As cannabis
  230. becomes legal in other states, we will have ready made future
  231. markets. Tourism will boom as people visit to try our new
  232. products.
  233.     It will solve many of the problems associated with violent
  234. crime. It will allow  our police to concentrate on real
  235. criminals that hurt people and steal things. It will free prison
  236. space to jail violent criminals and thieves. No more
  237. black-market!
  238.     Oregon students will have well financed schools and
  239. programs. Colleges will receive funding and tuition fees can be
  240. lowered. A comprehensive drug education program will be funded
  241. and implemented that will inform our children of the real
  242. dangers of substance abuse.
  243.     Drug abusers will have well funded treatment programs where
  244. they can seek help and not be turned away, as they are 95% of
  245. the time now.

  247. Why is it time to re-legalize cannabis hemp?
  248.     The UK began allowing hemp fiber cultivation in 1993. Canada
  249. allowed the first hemp farming in  40 years in 1994. The
  250. European community even subsidizes hemp farming with over $300
  251. per acre. If we don't do it now , we will be left behind.
