Transcription: The full House tackles the impeachment question for the first time this morning and the first order of business, a vote that will authorize the public release of the 445 page narrative from independent counsel Ken Starr. House leaders have been so intent on preserving the secrecy of the Starr material that it will only be removed from its heavily guarded vault after the House approves a resolution to make it public. Then and only then will clerks start copying it and putting it out in cyberspace on the worldwide web.
