Tonya Harding's role in the plot to injure Nancy Kerrigan began in early December, a grand jury found Monday.
Harding, however, was not among the three people the Multnomah County Grand Jury indicted in Portland, Ore.
She and her ex-husband, Jeff Gillooly, struck plea bargains and are immune to such charges.
In indicting Shawn Eckardt, Shane Stant and Derrick Smith, the grand jury found that Harding, too, participated in a pattern of racketeering and conspired to commit second-degree assault.
Harding said she found out about the plot after it happened and admitted to only participating in the cover-up. Last week, Harding pleaded guilty to conspiring to hinder prosecution.
The Kerrigan attack was Jan. 6. The indictment states Harding's involvement in racketeering was between Dec. 1, 1993, and Jan. 19, 1994, and that she was involved in a criminal conspiracy to commit second-degree assault on or about Dec. 28, 1993.
Harding faces review by a U.S. Figure Skating Association disciplinary panel, which could recommend her 1994 U.S. title be taken away.
KWAN'S CHANCE: Michelle Kwan's nine-week countdown finally ended Monday at the 1994 World Championships, where she emerged as one of 24 who qualified for the women's competition that starts Friday at Chiba, Japan.
Kwan, 13, of Torrance, Calif., finished fifth in her group, skating a freestyle program she has been refining since placing second at the U.S. Championships last Jan. 8. Teammate Nicole Bobek didn't qualify Monday.
"It felt nice going out there and skating," said Kwan, first alternate on last month's U.S. team at the Winter Olympics after Kerrigan received a medical waiver.
Because of uncertainties surrounding Harding, Kwan traveled to Norway by train. At worlds, however, Kwan is replacing Olympic silver medalist Kerrigan, who withdrew to rest.
