Nine of every 10 Muslims and Croats who lived in parts of Bosnia- Herzegovina now controlled by the Bosnian Serbs -- about 760,000 people -- have been "ethnically cleansed" since fighting began in April 1992, according to a new report from the United Nations high commissioner for refugees. But still the Serbs are not satisfied. Since mid-July, 6,000 more non-Serbs have been uprooted from towns like Bijeljina and Banja Luka and forced to cross front lines into central Bosnia in a new wave of expulsions.
There are other signs that the Bosnian Serbs have decided to defy Bill Clinton's threat to lift the arms embargo against the Bosnian government if they don't accept a peace plan by October 15. In Sarajevo, Serb snipers are busy again, and gas, electricity and water supplies are cut off. Heavy artillery reappeared in defiance of a U.N. exclusion order, and U.N. troops have been attacked repeatedly. NATO aircraft hit back, destroying a Serbian tank. But the Sarajevo squeeze, intended to force agreement to Serbian peace demands, is likely to continue.
