The U.N. Security Council, with U.S. support, Wednesday approved a French plan to send 2,500 soldiers to Rwanda on a peacekeeping mission, despite warnings from Rwandan rebels that the operation will further inflame a bloody tribal war. The French military deployment begins today. As many as 200,000 people have been killed in the war between Hutu government forces and minority Tutsi rebels. It began after Rwanda's president, a Hutu, died in an unexplained plane crash April 6. This will be the second French intervention in Rwanda in four years. In 1990, French troops helped thwart a rebel offensive.
