OPERATION STOLEN THUNDER
Wherein the American people stand up and
take back their Second Amendment Rights.
There has been a concerted effort on the part of Big Media and the
Clinton administration, to lie to and fool the American public. You may
wonder which subject we're addressing here, there having been so many
examples recently. This is about firearms, and more specifically, the
right to keep and bear arms. If you are foolish enough to believe that
the Second Amendment had anything to do with hunting or sporting, they
already have you. The rest of you reading this understand we're in BIG
TROUBLE.
The media is giving 10 million dollars a day of free advertising to the
Anti-Second Amendment Rights crowd. No one is being coy anymore, they
are coming to confiscate every firearm in America, if we let them. They
have created a political atmosphere on the public perception of firearms
ownership. It is one of dire threat to the public safety. Fear in the
night, in your home, because people have guns, and they are not even
registered.
A major part of this drive is to portray the firearms dealer as a
kitchen table dealer, selling guns out of the trunk of his car. FFL's
are so easy to get, it's criminal, and most guns that criminals use come
from the dealers.
Crap.
Most firearms used in crimes are stolen from law abiding citizens. They
are bought on the black market. There are so many FFL dealers because
the U.S. government prosecuted anyone who sold even one firearm without
a license. They told us all for 25 years that we had to have an FFL if
we even THOUGHT about dealing. Then they harassed gun dealers for
having a license and NOT doing enough business.
Clinton and Company are not addressing the crime problems. They are
using the emotional, hand-wringing, media blitz that is their trademark,
to achieve total gun control in this country. The following pages detail
a comprehensive yet simple guideline for a different plan, one that
solves the problems in the FFL system, brings the BATF back into
constitutional compliance, and offers some real hope to a besieged
American public. Let's punish the criminals, not the law abiding
citizens.
We need to steal the thunder that the Anti's have. Fax this. Copy it.
Hand it out. Sign it and send it to your Congressmen. Get it on the
computer bulletin boards. We can do it. You know we can. From Iwo to
Panmunjom to Khe Sanh to Kuwait City, Americans have the fight necessary

A GENERAL REVIEW OF PROPOSED CHANGES TO THE FFL SYSTEM:
Type 01 Dealer in Firearms: This is a full dealer's
license. The dealer is subjected to only one unannounced compliance
inspection per year. Any further inspections require a warrant. All
other dealer regulations remain the same. Yearly fee has been raised to
$350 per year for a total of $1050 per three year period. This is raised
from $30 per year, or $90 for three years, a fee increase of more than
1000%. This fee increase should serve to deter individuals from getting
a license and presenting themselves as a firearms dealer unless they are
moving into the business. The fee would cover the initial background
check, and each yearly visit from BATF compliance inspectors.
Type 02 Dealer in Firearms -- Low Volume (LV):
This is a new category of dealer, instituted to address the problem of
the small dealer, dealing less than 50 firearms per year. The law
requires that anyone who sells a firearm for a profit have a Federal
Firearms License. The increase in dealer fees for a
regular Type 01 Dealer leaves all American citizens who might purchase a
firearm, then sell it, open for criminal charges. This category gives
all Americans the opportunity to start up in business, or at least be
brought into compliance with the firearms laws, without having a
punitive fee involved. These dealers are subject to all firearms laws
and regulations, but their record keeping is to be done on the Form
4473-LV, the Low Volume Dealer Record of Acquisition and Disposition
that BATF already has printed. The fee increase is 500% of what it was
before the Brady Law was passed, and it is nearly double what was
increased in Brady. This fee is intended to cover the expense of the
initial background check and the new LV compliance system. Each LV
dealer is required once a year, as directed by BATF, to come to an area
compliance center that BATF can temporarily staff with inspectors.
Procedures would be similar to the rotating driver's license
examinations that are conducted in most states. This does away with the
expense of having BATF drive around to all of the small dealers. If
there is a problem in the inspection, compliance inspectors can schedule
an on-site inspection at the dealer's premises. Dealers found to be
continually out of compliance, would have their license revoked. BATF
examines few of the dealers each year--this system would allow them the
leeway to inspect all dealers in an area, if they need to.
Type 03 Collector of Curios and Relics: Unchanged, except the fee is
increased to $30 per year, a 300% increase.
Type 04 Gunsmith: This is a new category. Most gunsmiths do not sell
more than 50 firearms per year, but have a high volume of firearms
through their premises, for repair. The gunsmith is covered by all Type
01 dealer regulations, keeping a regular Acquisitions and Dispositions
record, as well as the repair record. Gunsmiths may be required to come
in for an area compliance, or inspected at their premises, at the
discretion of the area BATF. Fee is $150 per year, to cover compliance
inspection costs.
Type 05 Pawnbroker: Unchanged, except the license fee is increased to
$50 per year, an increase of 200%.
