  4. Dear Friend  and  Colleague:

  7. Are you tired of the unchecked growth of federal, state, and local rules
  8. and regulations (and the taxes that come with them) that infringe upon
  9. the individual and property rights of you, your friends, and your
  10. family?
  11.  
  12. Are you sick of government bureaucrats telling you what you can and
  13. cannot do with your property and business, how to raise your children,
  14. and what products you should and should not buy?
  15.  
  16. Do you feel the government routinely overrules even the most basic
  17. decisions you make every day about your family and livelihood?
  18.  
  19. In short, are you just plain sick and tired of big government?
  20.  
  21. I know that I am.  I am writing you to let you know about something you
  22. can do that will help make a difference.  I'd like to introduce you to
  23. GET GOVERNMENT OFF OUR BACK, an ad hoc coalition of individuals,
  24. businesses, and grassroots organizations across the nation dedicated to
  25. reducing the size of government and the amount of needless regulations
  26. at the federal, state, and local levels.  We believe that unless private
  27. citizens demand reform now, the American system of free enterprise is in
  28. danger of collapsing under the weight of big government.
  29.  
  30. On October 10th, GET GOVERNMENT OFF OUR BACK will be holding press
  31. conference in key places all over America to call attention to the
  32. danger that big government poses to our rich democratic heritage.  We
  33. are currently working with a diverse group of grassroots organizations
  34. and individuals in your area who will be participating in the event.  I
  35. have attached a copy of the petition we will be unveiling at the press
  36. conferences, and I would like you to take a good look at it.  I think
  37. you'll find a lot to agree with.

  39. If you agree with us -- that it is time to put property rights and
  40. government back in the hands of the people -- please let me know.  We
  41. will list you as a member of the coalition and signatory of the
  42. resolution.  Please fill out the attached form and fax it back to us as
  43. soon as you can.  We will get in touch with you in the days ahead to
  44. give you more details about the campaign and events happening in your
  45. area.

  60.                    GET GOVERNMENT OFF OUR BACK RESOLUTION
  61.  
  62. WHEREAS, the U.S. government's payroll is growing at a faster pace than
  63. the private sector's; and
  64.  
  65. WHEREAS,over 200 pages of new and often conflicting government
  66. regulations are added to the Federal Register each day, and thousands
  67. more at the state and local levels; and
  68.  
  69. WHEREAS, federal and state governments' use of unfunded and underfunded
  70. mandates results in especially prohibitive burdens on state and local
  71. taxpayers and businesses; and
  72.  
  73. WHEREAS, the virus-like growth of federal, state, and local statutes,
  74. ordinances, laws, rules, and regulations has a profoundly stifling
  75. impact on the free exchange of goods and services among individuals and
  76. businesses; and
  77.  
  78. WHEREAS, consumers and individuals are frequently confused and often
  79. misled by their own government; and
  80.  
  81. WHEREAS, government is increasingly assuming the role of telling us what
  82. consumer products we should buy and what not to buy, how to raise our
  83. children, and what we can do with our own property and businesses; and
  84.  
  85. WHEREAS, businesses and individuals are routinely overruled by
  86. government in basic decisions about family and enterprise, subjected to
  87. arbitrary civil and criminal penalties by regulatory agencies with
  88. little or no recourse under law; and
  89.  
  90. WHEREAS, over-regulation by OSHA, EPA, FDA, IRS, other federal agencies
  91. and their counterparts at the state and local levels results in lost
  92. jobs, increased costs, mountains of needless paperwork, and hampers the
  93. ability of U.S. business to compete in the global marketplace; and
  94.  
  95. WHEREAS, individual rights, property rights, and personal privacy are
  96. under attack from government at all levels; and
  97.  
  98. WHEREAS, our tax laws  and the regulatory process are often used as a
  99. form of back-door prohibition, or otherwise designed to achieve the
  100. objectives of social engineering;
  101.  
  102. THEREFORE, BE IT RESOLVED that we the undersigned call upon every
  103. candidate for elective office -- at all levels of government -- to
  104. promise:
  105.  
  106.      1.    That they will take measurable steps during their term of
  107.      office to REDUCE the size of government payroll and the number of
  108.      regulations  under their jurisdiction and explain how they will
  109.      achieve this in their first term of office;
  110.  
  111.      2.   That they will reform the regulatory process to make it more
  112.      responsive to the needs of the American people rather than the
  113.      desires and whims of the government;
  114.  
  115.      3.   That they will undertake a review of all existing rules,
  116.      regulations, laws, ordinances, and statutes with a goal of
  117.      eliminating those that are burdensome, conflicting, and intrusive;
  118.  
  119.      4.   That they will sign this simple pledge: "Citizens and small
  120.      business owners in America have a right to exist subject to the
  121.      free enterprise system as a national priority.  The proper role of
  122.      government is to protect the lives and freedom and property of
  123.      Americans while otherwise staying out of our lives."
