This photograph reveals approximately thirty men working at the House of Industry, breaking up stone for the city as payment for their night's lodging and breakfast. This institution, begun in 1848, served the needs of the transient poor and old age pensioners. In addition, outdoor relief was provided to needy families in the form of food or fuel. Even with the assistance of private charities, the House of Industry could not begin to deal with the needs of the unemployed and working-class poor, especially during severe winters and periods of depression.
