Mgr. Maurice Roy, who had been Archbishop of Quebec City since 1947, acted as mediator in the asbestos conflict. He conferred successively with the parties to the dispute: the Premier, the Minister of Labour, the employers and the union leaders. Le Devoir described Mgr. Roy as a "tireless mediator". It was common for members of the clergy to act as mediators in worker disputes.
