These children are attending the Chinese school in Victoria which grew out of classes begun in 1899 by the Victoria Chinese Consolidated Benevolent Association. When the province in 1907 prohibited Chinese children from enrolling in public schools, the Association appealed the ruling and then opened its own school with funds left over from the unsuccessful suit. In 1923 all Chinese immigration to the Dominion of Canada was halted, and most whites in the province thought that the Chinese community would diminish and disappear.
