Historically Canadian railways have been built by cheap labour. To meet the need of the contractors, the Laurier government instituted an immigration program by which thousands of unskilled workers were imported from central and southern Europe. These men, photographed in British Columbia in 1913, were reportedly recruited at demobilization depots of the Czarist army.
