By 1914 the railway boom had ended; this and other factors produced a major recession in Canada. Stiffs crowded around employment agencies and roamed the grade in search of jobs, but no work was available. At The Pas, on the Hudson Bay Railway line. the RNWMP were forced to issue rations to these Ukrainian workers when they began demonstrating and threatening to raid food stores.
