Attracting immigrants to the City of Winnipeg and the surrounding area was one of the chief activities of the city's commercial elite. Pamphlets such as these were printed by the thousands; advertisements were placed in newspapers all over the world; and immigration agents were hired on a commission basis. The attraction of immigrants meant Winnipeg's businessmen could make profits in land sales by selling supplies and by handling the farmer's wheat. In this manner the city's commercial elite made their fortunes.
