  3.      This poster from the Child Welfare Exhibition dramatizes the incredibly high rate of infant mortality in Montreal. Throughout the city one out of every three new-born babies died before the age of one year (1912). Infant mortality was more frequent in Montreal than in any other North American city. Among other things, Montreal lacked an effective public health system.
