Although wretched conditions existed for all the working poor, it was the plight of the children which finally stimulated a response from the upper-class populace. In 1912, a number of Montreal charitable agencies organized a Child Welfare Exhibit which was intended to dramatize the social problems the agencies encountered. This photograph labelled "Their only playing space" emphasized the problem of housing density.
