In 1897 most of the city's residents still lived in a narrow band of settlement close to the harbour although the business section was shifting northwest towards Windsor Station. The working class lived in areas close to the factories, docks, and railyards where they were employed. The electrification of the street railway (completed in 1894) made it possible to develop new residential districts for workers, and after 1897 the city quickly spread to the north, east, and west.
