Wharncliffe Highway was surveyed through Simcoe's reserve by Mahlon Burwell in 1824. He laid out 100-acre (40.5 hectares) park lots on either side of this road allowance. The town plot of London, as surveyed by Burwell in 1826, abutted the park lots on the west. During 1835-1836 Peter Carroll surveyed the remaining portion of Simcoe's old reserve to the east and north of Burwell's surveys. In 1840 all the 1826 survey and portions of the 1824 and 1835-1836 surveys were designated the town of London. Its boundaries were roughly Huron and Adelaide Streets and the two branches of the river.
