Clinics and medical dispensaries for "Better Babies" were set up across the Dominion by philanthropic women and the city governments they influenced. Improvements in the health of mothers and children was the goal of organizations like the National Council of Women and the Saskatchewan Women Grain Growers. Feminists agreed that governments had to be pressured to bring about improvements in public health. The right to vote as property-holders in civic elections had helped this cause at the municipal level in some areas.
