You only need one fetcher for Each Method, some fetchers also support more than one method when configured to do so.

For use with Webster you need to select 'Call Standard Fetcher' for the Methods each Fetcher supports in the <a href="choice/fetchers.html">Fetchers</a> section of the <a href="choices.html">Choices Widows</a>

Although written for ArcWeb it should work with Webster as well, providing FTP, HTTP, GOPHER and WAIS access, among others.
