  18. Windows NT and Windows NT Advanced Server do not enforce account policy of
  19. minimum password length restriction to new users created from the User
  20. Manager. The behavior is different in Windows NT and Windows NT Advanced
  21. Server as follows:
  22.  
  23. If the account policy is made so that the minimum password length must be
  24. at least five characters:
  25.  
  26.  - On a Windows NT Advanced Server machine:
  27.  
  28.     - If a new user is created from the User Manager for domains with just
  29.       the option of "User Must Change Password at Next Logon," any password
  30.       of fewer than five characters is accepted. The user can logon with
  31.       this invalid password and the subsequent password follows the account
  32.       policy and prompts if the password length is less than five
  33.       characters.
  34.  
  35.     - If the new user is created with the remaining options of Password
  36.       Never Expires or Password Cannot Be Changed, the account policy is
  37.       enforced by prompting for a password of at least five characters.

  39.  - On a Windows NT machine, a user can be created from User Manager with
  40.    any of the following options and it accepts a password with fewer
  41.    characters than the minimum password length, thereby not following the
  42.    account policy:

  44.     - "User Must Change Password at Next Logon"
  45.     - Password Never Expires
  46.     - Password Cannot Be Changed

  51. Microsoft has confirmed this to be a problem in Windows NT and Windows NT
  52. Advanced Server version 3.1. We are researching this problem and will post
  53. new information here in the Microsoft Knowledge Base as it becomes
  54. available.
