Exactly at this point, the differences between the Recapitulation and Exposition begin. In the Classical sonata Exposition, the composer usually used the bridge to modulate from the key of the first theme to the key of the second. This would end the Exposition section on the new key, which also opened the Development section.
But, in the Recapitulation, which usually ends the movement, the composer wrote the two themes in the tonic key in order to close the movement in this key. Therefore, he had to put some changes in the bridge, or transition, and that is also what Beethoven does here.
