It seems as if Beethoven decided to gather all the instruments at his disposal, as well as the majority of the different note values, in order to delight in the new optimistic atmosphere of triumph. Well, where does the first theme end?
It is quite difficult to decide exactly, since Beethoven intentionally extends it with various events around the C major key. We can say that the entire first "theme group" ends here, including its leading passage, before the next melodic strain. This is indeed a relatively long musical sentence, one full of repetitions.
These are not simple or sequential repetitions, since they are based on reiterations on the same position of the scale.
Listen again to this whole passage and try to identify the C major triad, the ascending scales, the skipping dotted notes, the sixteenth notes (which add special tension to the dominant of C major), and the last falling avalanche which ends this brilliant and blazing opening of the fourth movement.
