  10. Yes, we are certainly trying to "ignite" the fugal theme again.

In the traditional classical Scherzo movements, the second section is also repeated twice, with a repeat sign.  But here, Beethoven does not use a repeat sign.  Instead, he writes the whole passage again.  The reason for this is that Beethoven does not intend to repeat the whole passage exactly as it was played the first time.
