  11. Beethoven adds to the rhythmic drive of this passage by reducing 
  12. the two middle pitches of the horn call to one, thus continuing the    dramatic dialogue in a highly concentrated manner.

  14. Beethoven uses the "Fragmentation" method, initially reducing the horn call to its two middle pitches, and then reducing it to one of its two pitches.  Thus, a higher dramatic climax is attained.
