<p><font size="5"><b><i>General Rule</i></b></font></p>
<p><font size="3">The six hexagons immediately surrounding a
hex constitute the Zone Of Control (ZOC) of any supplied unit
in that hex. Hexes upon which a unit exerts a ZOC are called
influenced hexes, and inhibit the movement of Enemy units,
the retreat of Enemy units, and the supply lines of the
opponent.</font></p>
<p><font size="3">All units, <em>except armors</em>, exert a
ZOC as long as they are in Supply.</font></p>
<p><font size="3">A unit exerts no ZOC into hexes that it
could not enter during the Movement Phase. Furthermore,
Japanese units exert no ZOC into Mountain and City hexes;
Commonwealth units exert no ZOC into Mountain, City, Marsh,
and Jungle (Marsh and Jungle could be influenced by CW units
if the CW player has played the Better CW army training
option).</font></p>
<p><font size="5"><b><i>Combat Effect</i></b></font></p>
<p><font size="3">ZOC do not affect affect combat; attacking
is completely voluntary and the presence of a unit's ZOC in a
Friendly occupied hex does NOT force combat.</font></p>
<p><font size="3">Units retreating as a result of combat may
suffer further losses if forced to retreat through Enemy
influenced hexes, even if occupied by Friendly units.</font></p>
<p><font size="3">Units advancing as a result of combat are
not hindered by Enemy influenced hexes. They may move through
Enemy influenced hexes.</font></p>
<p><font size="5"><b><i>Movement Effect</i></b></font></p>
<p><font size="3">Units entering an Enemy influenced hex must
stop and may not move any further in that Movement Phase.
Units which begin their Movement Phase in an Enemy influenced
hex may leave that hex, but they may not move directly into
another Enemy influenced hex. Friendly units do NOT negate
Enemy ZOC for movement purposes.</font></p>
<p><font size="5"><b><i>Supply Effect</i></b></font></p>
<p><font size="3">Supply lines may not be traced through
Enemy influenced hexes, unless the hex is also occupied by a
Friendly unit. Thus for supply purposes, the presence of
Friendly units DOES negate Enemy influenced hexes.</font></p>
