  25. This is a motion to  set up the new echomail conference whose details are
  26. listed below. A majority of at least  ten (10) votes FOR the proposal and
  27. at least 2/3 of all given votes must be  FOR  the proposal for the motion
  28. to be granted and  the echo opened.  The members  of NeST at the  time of
  29. this motion are each entitled to one vote per  member. The voting  period
  30. is  one month. Nobody is required to vote.  For the vote to be considered
  31. the SysOp must have an entry in  the NeSTList given in the proposal. If a
  32. SysOp has more than one  NeSTList entry  they will still  only be allowed
  33. one vote. The vote will be taken via this echo and results will be posted
  34. one day after the vote is finished with all votes publicly listed.

  36. The given  final date means, all votes arriving at the vote-takers system
  37. before  or on  final  date 11:59pm local  time are valid. All  votes that
  38. arrive later are invalid  and will not be counted.
