- Overview
-
- Star Emperor is about bringing a small galaxy under your enlightened wisdom.
- You begin the game by sending ambassadors throughout the galaxy to bring
- non-aligned worlds into the fold. As time moves on, the game moves toward
- military confrontation with the various players. The game is won by
- eliminating all of the other players.

- ΓòÉΓòÉΓòÉ 3. Our Story So far... ΓòÉΓòÉΓòÉ

- Our story so far...
-
- Mankind, as we know it, has taken shape in many different places throughout the
- universe. The reasons for this are unknown and would go beyond the scope of our
- story even if they were known. In the galaxy that we call M33 but known as
- "Mithranda" to its inhabitants, a new age was about to dawn.

- Mithranda was the home of many hundreds of sentient races who had long achieved
- the technology to travel among the stars. In time, a peaceful organization
- called "The United Planets" had emerged. The UP, at is was called, maintained
- peace and order throughout the galaxy. For many generations, the races of
- Mithranda knew warfare only from tales of ancient battles in text books. While
- the treaty maintained peace, each of the planets had their own social,
- economic, and technical differences from the others.

- Some worlds could build a specific type of defense craft such as Heavy
- Cruisers. Others had technologies for improving the components of their space
- craft such as improving the defensive capabilities or making them fly faster.
- Some worlds made their fortune through trade, others from mutual cooperation.

- Unfortunately, the new era was bringing an end to this peace.

- Meanwhile...
-
- On a wealthy planet called Drengi, the leaders of this world decided that the
- time had come to bring the galaxy together under one rule. A true United
- Planets would emerge. A union that they would control. The Drengin were a
- malevolent race who saw themselves as the supreme beings of this galaxy. Too
- long they had been kept at bay by the miserable sheep of the other member
- worlds. They also resented the diplomatic meddling of the humans when the
- Drengin attempted to take what they could by intimidation.

- Humanity in this galaxy was in general kind and peaceful but not naive. They
- kept surveillance on the aggressive Drengin and heard the rumors that they were
- building huge fleets of "embassy" ships which would carry a message to each
- world: "Join us...or die." Among the worlds in the Mithranda galaxy, only a
- few could realistically defend themselves. The humans, the Altarians, and
- Torians. Moreover, another group who had been watching the independent powers
- begin to move had also mobilized themselves to bring the galaxy under one rule.
- They called themselves the Galactic Empire.

- As our story opens, each of the would be empires are sending out embassy ships
- to all the non-aligned worlds in an attempt to peacefully coerce them into
- their new empires. Make no mistake, however, military confrontation is
- inevitable. You must make the galaxy safe for democracy and freedom by sending
- your ambassadors throughout the galaxy and organize your new empire into a
- powerful force for freedom. The galaxy will be united at the end of this
- story. The only question is, under who's rules?

- ΓòÉΓòÉΓòÉ 4. Strategy ΓòÉΓòÉΓòÉ

- Star Emperor is strictly a strategy game. Unlike other games of the genre such
- as Galactic Civilizations, Civilization, Lords of Conquest, Star Emperor does
- not attempt to accurately simulate a large scale government or economy. You
- must make important d ecisions right away. Each planet may carry a unique
- technology not available on other planets. When you succeed in peacefully
- getting a planet to join your empire, you may receive their unique technology.
- It should be noted that conquering a planet will not necessarily allow you to
- get a unique technology.

- Unique Technologies The planets may have technologies that increase the speed,
- strength, weapons, or shield values of your star fleet. Other planets may have
- unique star ship technologies such as War Axe's, Flag Ships, and other types of
- ships. Only on those worlds will y ou be able to build those ships. As leader
- of your empire, you will have to decide early on whether you want to obtain the
- best military ships or go for improving your overall technology base. You'll
- be able to trade general technologies back and forth but you have to have
- something to trade to get something in return.

- The Interface
-
- StarEmp's interface is dominated by a map of sector. This is similar to
- Galactic Civilizations and Net Trek's interface in that the map is divided into
- equally sized sectors. Each sector may contain a number of stars which are all
- populated in StarEmp.

- You can do the following things on the map
-
- On Ships
- <RIGHT MOUSE BUTTON> Brings up general information your ships or foreign ships
- <LEFT MOUSE BUTTON> Select your ships
- <DOUBLE LEFT BUTTON> Activates Auto Pilot mode on your ships

- On Stars
- <RIGHT MOUSE BUTTON> Brings up general information on planets or stars
-
- Your ships are surrounded by a light gray border. The currently active ship will flash yellow/light
- blue.
-
- The Planet Dialog
-
- When you right click on a star system that you own, the planet dialog is
- brought up. From here, you can decide what type of star ship you build. If
- you double click on ship item in the list, you can get information on the
- highlighted ship class.

- By double clicking on your ships in orbit, they will leave orbit.
-
- When you select a ship to build, a number of gold bars will be displayed which
- shows how much you are spending on this world to build that ship.

- ΓòÉΓòÉΓòÉ 6. General Info ΓòÉΓòÉΓòÉ

- SPECIAL SHIPS
-
- There are a couple of special ships in Star Emperor
-
- Embassy Ships Carry ambassadors who will bring non-aligned worlds into your
- empire
-
- Traders Allows you to establish trading routes with other players. You
- must have a planet capable of building these ships to do it.
-
- Invaders Carry an invasion strike force that can conquer a given
- planet.
-
- Bird of Prey Semi-cloaked ships that are hard to detect by your foes.
- You must have a planet capable of building these ships to make one.
-
- THE STAR MAP The star map will let you look at the galaxy as you explore. As
- you move about the galaxy, more and more sectors will come into view. With
- your advanced sensor technology, you can see remote planets from many hundreds
- of light years away. Your sensor r ange is one sector in every direction of
- your farthest travels.

- THE GRAPHS WINDOW
-
- Allows you to track the progress of the various empires in the galaxy.

- The BUTTON BAR
-
- From the Button Bar, you can access a variety of important functions:
-
- 1) World List. Shows a list of all your worlds, their unique techs. A <d> shows
- up on planets that you are not defending.
-
- 2) Ship List. Lists all of your ships.
-
- 3) Diplomacy screen. Allows you to negotiate with other empires.
-
- 4) Spending Controls. Allows you to set how much you spend on your planets.
-
- 5) Information screen. Allows you to go to a list of information items.
-
- 6) Control screen. Allows you to go through a number of game options such as
- settings and about.

- Where you get money from
-
- 1) Controlling sectors. Each sector brings in a different amount of tourism
- dollars.
-
- 2) Controlling planets. Each planet brings in a different amount of tax
- dollars.
-
- 3) Trade routes. Money from tax on trade routes to different empires.
-
- Where you spend money
- 1) Building new star ships.
- 2) Maintenance on your current star fleet.
- 3) Leases on ships you have bought from contractors

- If you run out of money and go into massive debt, you will be forced to sell
- off your planets to other empires. So make sure you don't go into debt!
