- ~001 "MATHIAS RUST" TASS phone:
- 1 Mathias Rust
- Comrade President, a young West-German aviator named
- Mathias Rust has humiliated the Soviet military by flying
- across European Russia undetected and landing in Red
- Square! The foreign press is having a field day. You
- could say you're increasing military funding to
- demonstrate your commitment to a strong defense or you
- could issue a statement lambasting the inefficiency of
- the overgrown Soviet military. You might also choose to
- seize this opportunity to fire numerous high-ranking
- officers for dereliction of duty and replace them with
- people more loyal to you. What is your decision?
-
-
- ~002 "MEDIUM-RANGE MISSILE TREATY" Foreign Minister phone:
- 1 Mid Range Treaty
- Comrade President, our ever-increasing military budget is
- driving our economy into the ground. The U.S. is now
- willing to sign a treaty eliminating all medium-range
- nuclear missiles. This milestone of nuclear arms treaties
- would account for about 3% of the nuclear potential of
- both countries. Should we sign the treaty and hail it as
- an important first step in halting the arms race? If not,
- should we reject it as insignificant because it doesn't
- include a cut in the U.S. "Star Wars" research, or just
- reject it and hope the economy will catch up with
- military spending when your new programs go into effect?
-
-
- ~003 "WITHDRAWAL FROM AFGHANISTAN" KGB/Military phone:
- 0 Afghanistan
- Comrade President, we are aware of the continued movement
- in the Politburo to completely withdraw Soviet troops from
- Afghanistan, leaving our ally government at the mercy of
- the capitalist-backed rebels. Most of the general staff
- feel we must remain committed to the struggle regardless of
- the cost, while others feel we can maintain our national
- interests while operating at a reduced level of troops and
- supplies. A few of our officers even agree that the
- demoralization of the troops and society in general makes
- it urgent we pull out at once. If you pull out, at least
- negotiate a "symmetrical" deal, so the U.S. stops
- supporting the guerillas at the same rate that we withdraw.
-
-
- ~004 "LONG-RANGE NUCLEAR TREATY" Prime Minister's phone:
- 2 Long Range Treaty
- Comrade President, with the U.S. prepared to make vast
- reductions in the numbers of long-range nuclear missiles,
- we now have the opportunity to make a major cut in our
- defense budget. This deal will also vastly improve our
- trade relations. You could sign the treaty and hail it as
- a step toward ending the Cold War. That would upset the
- military leaders, though, unless you also funded some
- top-secret project to placate them. You could, of course,
- refuse to sign any arms reduction treaty until the U.S.
- cuts its "Star Wars" spending.
-
-
- ~005 "PERSIAN GULF WAR" KGB/Military phone:
- 0 Persian Gulf War
- Comrade President, you are now faced with the option of
- joining the United States in taking military action
- against the government of Iraq over its annexation of
- Kuwait. While we know you are under diplomatic pressure
- to join the United States alliance, we wish to remind
- you that Iraq has been our friend for some time, and is
- one of our best customers for weapons. Do not make your
- decision lightly.
-
-
- ~006 "HARD-LINE COUP" KGB/Military phone:
- 0 Hard Line Coup
- Comrade President, we can delay no longer. Your
- irresponsible social and economic policies have brought
- our nation to the brink of ruin. You must now sign a
- decree declaring a state of emergency and granting
- extraordinary powers to the KGB. You will be allowed to
- retain your nominal position if you do exactly as we say.
-
-
- ~007 "PRIVATE PLOT FARMING" Prime Minister's phone:
- 2 Private Plot Farming
- The Ministry of Agriculture suggests a plan to solve
- your food problems by increasing the amount of private
- farming. Do you want to accept the plan as it is, or
- perhaps scale it down a bit to placate the hard-line
- elements? Do you want to ignore the situation, reject
- the plan, or perhaps even fire those responsible for it?
-
-
- ~008 "PERESTROIKA" Prime Minister phone:
- 2 Perestroika
- Comrade President, a coalition of moderates and radicals
- has proposed within the Politburo that we perform a
- significant restructuring of our economy to the free
- market, eliminating much central control and bureaucracy.
- You could reject the proposal out of hand, or you could
- try to stall by setting up a special committee to study
- the effects of restructuring. If you choose to side with
- the moderates we would take a slow and steady approach.
- If you side with the radicals, we'll implement a more
- drastic change. Please let me know which approach you
- prefer.
-
-
- ~009 "CITIZEN REVOLT" TASS Phone:
- 1 Citizen Revolt
- Comrade President, discontent with the conditions in our
- country has sparked riots in our streets. People are
- demanding radical improvements in their living
- conditions. Something must be done quickly or the country
- will disintegrate into chaos. How far are you willing to
- go to turn matters around?
-
-
- ~010 "MINERS' STRIKE" TASS phone:
- 1 Miners' Strike
- Comrade President, the miners' strike that began in
- Siberia is triggering demonstrations and unrest
- throughout the country. The miners want improved working
- conditions for themselves, since the average lifespan for
- a mine worker is only 48 years. Do you plan to put down
- the strike by sending in Soviet troops, either to mine
- the ore themselves or to beat the strikers into
- submission? Can we issue a statement saying you'll wait
- out the strike, or do you intend to negotiate with the
- miners?
-
-
- ~011 "FOOD IMPORTS" Prime Minister's phone:
- 2 Food Imports
- Comrade President, we must take drastic measures to
- curtail the chronic food shortages. Perhaps we can
- increase imports to provide temporary relief. We suggest
- you contact the U.S. and negotiate a trade agreement.
-
-
- ~012 "FOOD RIOTS" Prime Minister's phone:
- 2 Food Riots
- Comrade President, the food shortage has reached tragic
- proportions. The people are starving and rioting in the
- streets. There is no relief in sight. You must act
- quickly to calm the situation. Should we send in
- troops to subdue the rioters, request aid from the West,
- or merely order an investigation of the problem and
- promise that the situation will improve?
-
-
- ~013 "POLAND" Foreign Minister phone:
- 3 Unrest in Poland
- Comrade President, the so-called Solidarity movement in
- Poland is gaining strength and challenging the legal
- basis of the Communist regime we favor. They could set a
- dangerous Eastern block precedent by establishing free
- elections in their country. Should we intervene? If we
- do, to what extent should we get involved? Should we send
- troops? Money? Should we be content issuing press
- statements condemning Solidarity? In view of the fact
- that they're gaining strength, should we consider backing
- Solidarity against the communist government? We await
- your instructions.
-
-
- ~014 "NONINTERFERENCE POLICY" Foreign Minister phone:
- 3 Non Interference
- Comrade President, a policy was proposed at the Warsaw
- Pact meeting this morning that no member nation has the
- moral right to interfere in the internal affairs of any
- other member nation. This would certainly lead to our
- allies feeling much more independent of our control. Do
- you want me to agree to this policy, reject it, or
- reserve comment until we can study it further?
-
-
- ~015 "OPEN EMIGRATION" Prime Minister phone:
- 2 Open Emigration
- Comrade President, the moderate faction has proposed a
- policy of open emigration that would allow any Soviet
- citizen to leave the country if he chooses. While we
- would certainly get rid of many malcontents this way,
- there are certain perils, too. We are apt to lose our
- best scientists and technicians to countries that can
- afford to pay them more than we can, giving us a "brain
- drain" that could sap our GNP. There might also be a
- threat to world security if rich, power-hungry Third
- World nations hire away our nuclear weapons
- specialists. What do you propose to do?
-
-
- ~016 "WARSAW PACT BREAKUP" Foreign Minister phone:
- 3 Warsaw Pact
- Comrade President, our Warsaw Pact allies are renouncing
- their allegiances to the treaty and in many cases
- resorting to free elections and even ousting communist
- governments. Under previous administrations we would
- have used troops or strong economic sanctions to keep our
- allies in line. In the new international atmosphere would
- you prefer to sign new treaties giving them the freedom
- to withdraw from the Warsaw Pact but maintaining strong
- economic ties, or even allow them to go their own way
- altogether?
-
-
- ~017 "FORMATION OF OTHER POLITICAL PARTIES" TASS phone:
- 0 Multi Party
- Comrade President, we have learned that some of the
- republics have legitimized political parties other than
- the Communist Party, and that some prominent
- opportunistic politicians are leaving the Communist Party
- to form their own. You will need to issue some statement
- as to whether the Soviet government will tolerate the
- existence of these other parties.
-
-
- ~018 "BALTIC UNREST" KGB/Military phone:
- 0 Baltic Unrest
- Comrade President, the Baltic republics of Latvia,
- Estonia and Lithuania have declared that, since they were
- not voluntarily annexed into the Union during World War
- II, they are now free and independent of the Union. We
- are prepared to send our troops into those republics to
- impose martial law, if you order us to, or we will help
- you enforce economic sanctions against them. What is
- your decision?
-
-
- ~019 "GERMAN UNIFICATION" KGB/Military phone:
- 0 German Unification
- Comrade President, the people of East and West Germany
- are pressing for a unified state. I need hardly remind
- you of the devastating harm Germany has done to our
- nation twice in this century already. My department
- urges you to oppose this movement. If you choose to
- ignore this advice, however, be aware that we have an
- enormous investment of troops and weapons in East Germany
- that cannot be pulled out overnight without tremendous
- cost to the Soviet Union.
-
-
- ~020 "UNION vs COMMONWEALTH" Prime Minister's phone:
- 2 Union vs Commonwealth
- Comrade President, the Union has been so weakened by
- recent events that each republic is seeking its own
- independence. Of course, if living conditions were
- better for the people, they wouldn't be so dissatisfied.
- The hard-liners want to preserve the old Union at all
- costs, while the reformists want a new Union with
- political autonomy but strong economic ties between the
- republics. The nationalists want to replace the Union
- altogether with some hazily-defined Commonwealth. If
- there is to be any unity left in our land, you must act
- now. What form of political organization do you advocate?
-
-
- ~021
- 2 Yeltsin Controversy
- Comrade president! Your loyal supporter Boris Yeltsin is
- causing waves in the Central Committee by accusing
- conservatives of sabatoging Perestroika. The Commitee
- demands that you reprimand Yeltsin, this would reinforce
- your popularity amongst the Hardliners. However, you must
- keep in mind that Yeltsin has a great deal of political
- savvy and a growing base of support amongst the Radicals
- who could easily be influenced by your decision in this
- matter. It might be wise to simply play the moderator in
- this skirmish and appeal for unity for the sake of our
- troubled country.
-
-
- ~022 "VOTE OF CONFIDENCE" Prime Minister's phone:
- 2 Vote of Confidence
- Comrade President, a "No Confidence" motion has been
- brought against you in the Politburo. The vote will be
- taken this afternoon. As my staff and I see it, you have
- these options: Bargain with the opposition and see if
- you can offer them enough to call off the vote. Counter
- the opposition by calling in any outstanding political
- favors you have due. Appeal to the will of the people
- and hope they'll back you up. Or brazen it out by facing
- your opponents and calling for an immediate Politburo
- vote. Of course, you could always resign gracefully and
- spare your faction the embarrassment of a vote.
-
-
- ~023
- 2 Fire Conservatives
-
-
- ~024 "FREE ELECTIONS" Prime Minister's phone:
- 2 Free Elections
- Comrade President, a proposal has been made in the
- Politburo to have open, multi-party elections for
- representatives to serve in the Congress of People's
- Deputies. This could be a great propaganda coup if you
- win, but a great embarrassment if you lose. Would you
- prefer to veto the entire idea? If you choose to hold
- the elections, do you want to back your faction's
- candidates with campaign contributions, personal
- endorsements, or both? Or would you prefer to sit out the
- elections and not be personally involved in the outcome?
-
-
- ~025
- 0 Assassinate Yeltsin
- Comrade President, Boris Yeltsin's popularity is
- skyrocketing. If free elections come into effect you
- stand to lose. We could have him removed and place the
- blame on Moslem terrorists. Would you object to such a
- plan?
-
-
- ~026 "GLASNOST" TASS Phone:
- 1 Glasnost
- Comrade President, a moderate/radical coalition says we
- cannot improve until we learn to criticize ourselves, and
- they have suggested that we institute a policy of glasnost.
- How do you wish us to respond to their initiative? Should
- we stall or reject the proposal out of hand? If we don't
- reject it, how much openness should we allow? Should we be
- open about foreign news but not about domestic? Open about
- all news? Should we be critical of historical figures such
- as Stalin as well as current events?
-
-
- ~027 "VISIT TO THE POPE" Foreign Minister phone:
- 3 Visit to the Pope
- Comrade President, you have received an invitation from
- the Vatican to have a personal meeting with the Pope. You
- could reject the invitation, citing Karl Marx's dictum
- that "religion is the opiate of the masses," or you could
- simply ignore it. There might be some gains to be made in
- our foreign relations, however, if you accept the
- invitation. The Vatican is awaiting our response.
-
-
- ~028 "CHERNOBYL" TASS phone:
- 1 Chernobyl
- Comrade President, clouds of radiation from the explosion
- at the Chernobyl nuclear power plant have drifted over
- Western Europe, making it impossible for us to keep the
- problem secret. Should we just issue a terse statement
- calling it an internal problem that we're handling by
- ourselves? Should we send out an appeal to the
- international community for humanitarian and
- technological assistance? If we do, should we also admit
- that you've closed six other Soviet nuclear power plants
- as being unsafe? Should we announce that you're taking
- major offensives to protect the environment and public
- health? Please give us direction before our deadline.
-
-
- ~029 "RELEASE BANNED BOOKS" TASS phone:
- 1 Remove Book Ban
- Comrade President, we are meeting resistance to your new
- glasnost policies. Do you want to accelerate the process
- of change by releasing all previously banned literature,
- or would you prefer to placate the hard-liners by leaving
- the bans in place?
-
-
- ~030 "RELEASE ANDREI SAKHAROV" TASS phone:
- 2 Release Sakharov
- Comrade President, with your policy of glasnost in place
- it seems inconsistent to keep our respected physicist
- Andrei Sakharov locked up for speaking out against our
- involvement in Afghanistan. Given that he will probably
- continue his criticisms, do you want to release him and
- other prisoners to show your true commitment to glasnost?
- Would you prefer to release just Sakharov to deprive
- other dissenters of their greatest symbol? Or would you
- prefer to keep Sakharov in prison to please the
- hard-liners?
-
-
- ~031 "ANTI-ALCOHOLISM CAMPAIGN" TASS phone:
- 1 Anti Alcohol Campaign
- Comrade President, our studies show that rampant
- alcoholism in our country is having a major negative
- impact on productivity. We suggest you launch some sort
- of sweeping anti-alcoholism campaign to get this country
- back on its feet. You could impose harsh restrictions
- against public drunkenness and limit the amount of
- alcohol available to the public, or you could raise the
- price of alcohol to increase revenues while curbing
- consumption. Do you have any preferences?
-
-
- ~032 "ETHNIC WARFARE" KGB/Military phone:
- 0 Ethnic Warfare
- Comrade President, open fighting has broken out in the
- Nagorno-Karabakh region of Azerbaijan between
- Azerbaijanis and the ethnic Armenians. Though we know
- there are some who would counsel you to merely send
- negotiating teams or increase economic spending in the
- area, we feel the only way to guarantee people's safety
- and peace within the region is to declare martial law
- and send in troops immediately.
-
-
- ~033 "TIANANMEN SQUARE" Foreign Minister phone:
- 3 Tiananmen Massacre
- Comrade President, the Chinese leaders have brutally
- suppressed a student protest in Tiananmen Square in
- Beijing, with hundreds of people being killed. Should we
- praise the communist leaders for their decisive action,
- condemn their repression of the people, or remain silent
- on the matter?
-
-
- ~034 "EARTHQUAKE IN ARMENIA" Prime Minister:
- 2 Armenian Earthquake
- Comrade President, the situation in Armenia is
- horrendous. A massive earthquake has killed more than
- twenty-five thousand people and destroyed an enormous
- amount of property. We doubt our emergency funds can
- handle this crisis. Should we request aid from the West,
- or is our communist pride too great to let us accept
- money from capitalist sources?
-
-
- ~035 "NO CRISIS" TASS phone:
- 1 No Crisis
- Comrade President, we are pleased to report that there is
- no news of any crises occurring within the Soviet Union
- at this time. You may concentrate your attention on
- affairs of state without unnecessary distractions.
-
-
- ~037 "BANKRUPTCY" Ministry phone:
- 2 Bankruptcy
- Comrade President, the Central Bank has announced that
- there are insufficient funds available to maintain the
- current level of government services.
-
-
- ~039 "UKRAINIAN SECESSION" KGB/Military phone:
- 0 Ukrainian Secession
- Comrade President, we have a serious problem: the
- Ukrainian Soviet Socialist Republic has just announced
- that it is seceding from the USSR. As you know, the
- Ukraine is the breadbasket of the USSR. You may, of
- course, permit this withdrawal, with subsequent loss of
- food, or you may attempt to negotiate with the intransigent
- Ukrainian nationalists; but we would recommend either a
- blockade of the Ukraine, using the Black Sea Fleet, or
- the immediate seizure and occupation of Kiev.
-
-
- ~040 "ROMANIAN INSURRECTION" Foreign Minister phone:
- 3 Romanian Insurrection
- Comrade President, the protests in Timisoara, in Romania,
- have spread to Bucharest. President Nicolae Ceaucescu and
- his wife Elena have been captured by rebellious elements
- in the army and murdered. What action do you wish to take
- in this matter? We can, of course, provide military support
- to the fraternal government in Romania; or we could simply
- offer to send medical aid to whatever government is in
- power; or we might wish to take no action at all.
-
-
- ~041 "KOREAN NUCLEAR STRIKE" Foreign Minister phone:
- 3 Korean Nuclear Strike
- Comrade President, we have just been advised that the
- United States and the Republic of Korea have launched a
- joint air attack against the nuclear facilities of the
- Democratic People's Republic of Korea. How shall we respond?
- Should we threaten counteraction against the perpetrators,
- send a stiff protest note, announce that we too oppose
- nuclear proliferation, or take no action?
-
-
- ~042 "ATOMIC ACCIDENT" TASS phone:
- 1 Atomic Accident
- Comrade President, terrible news has just reached us from
- our Far Eastern base at Nakhodka. A nuclear device in the
- arsenal there has detonated, causing tremendous damage
- and great loss of life at the base and in the outskirts of
- the city itself. Shall we ask for Western aid in response
- to this disaster, or shall we attempt to downplay its
- significance?
-
-
- ~043 "LATVIAN ETHNIC STRIFE" Foreign Minister phone:
- 3 Latvian Ethnic Strife
- Comrade President, we have just been informed that ethnic
- Russians residing in Latvia have taken up arms in protest
- against the draconian new citizenship and language laws of
- that republic. How shall we react in this situation? We
- might intervene militarily to protect the rights of the
- Russian people, or we could propose our good offices as
- a mediator between the Latvians and the Russian minority,
- or we should at least announce that we consider this an
- internal Latvian affair.
-
-
- ~044 "IRANIAN INTERVENTION" KGB/Military phone:
- 0 Iranian Invasion
- Comrade President, the wire from Baku informs us that
- troops of the Islamic Republic of Iran have seized
- portions of southern Azerbaijan. How are we to respond
- to this intervention? The Committee is prepared to send
- its own troops to throw back these invaders; you might
- want to issue a strong protest to the Iranian government;
- a UN peacekeeping force such as that in Yugoslavia might
- be of some use. I urge you not to vacillate on this matter.
-
-
- ~045 "EAST GERMAN UNREST" KGB/Military phone:
- 0 East German Unrest
- Comrade President, civil unrest has broken out in the
- German Democratic Republic. The national government does
- not seem either willing or able to control it. You should
- immediately send troops to reinforce our military in that
- nation. If this is not feasible, the threat of doing so,
- perhaps a statement deploring the current civil strife,
- might suffice. Announcing your support for reforms would
- in our opinion be counterproductive.
-
-
- ~046 "IRAN IN AFGHANISTAN" Foreign Minister phone:
- 3 Iran in Afghanistan
- Comrade President, our intelligence sources report that
- large number of Iranian so-called volunteers are now
- fighting on the side of the Afghan mujahedin. To protect
- the government of our ally in Kabul, we may have to return
- our troops to Afghanistan. We would suggest, however, that
- a strongly worded protest to Teheran may have some effect.
- If you believe that the Afghan government is certain to
- fall, you might wish to issue a conciliatory statement
- regarding our respect for the Islamic religion.
-
-
- ~047 "SEIZURE OF MOLDAVIA" KGB/Military phone:
- 0 Romania Seizes Moldavia
- Comrade President, large numbers of Romanian troops have
- crossed into western Moldavia. The lives and liberties of
- such minorities as the Russians and the Gagauz are at risk.
- We recommend that you immediately send troops to defend the
- republic. A protest to Bucharest would, in our opinion, not
- suffice. If all else fails, do not forget to praise the
- restoration of the Moldavian people to their original
- homeland.
-
-
- ~048 "KALININGRAD" Foreign Minister phone:
- 3 Kaliningrad
- Comrade President, the Lithuanian government is making
- representations to us about restoring our military enclave
- of Kaliningrad to Lithuania. Since we have lost our naval
- base at Klaipeda, we may not wish to do this, and with
- Lithuanian guards massing opposite Kaliningrad, you may
- wish to reinforce our troops there. A request for
- international mediation of the matter might be in order.
- You might also be willing to cede the enclave to Lithuania.
-
-
- ~049 "GOD" Foreign Minister phone:
- 3 God Speaks
- Comrade President, God has phoned our ministry and
- informed us that our country must either shape up or
- ship out.
-
-
- ~050 "STRATEGIC FORCES CRISIS" Foreign Minister phone:
- 3 Strategic Forces
- Comrade President, we have just received a message from
- the State Department. The United States is insisting
- that all strategic nuclear forces in our republics be
- placed under American or international supervision.
- You may wish to order an outright refusal of this
- outrageous demand. You may wish to study the matter at
- some length. Or you might accept on condition that the
- Western strategic forces accept similar controls.
-
-
- ~051 "AZERI_ARMENIAN CONFLICT" KGB/Military phone:
- 0 Nagorno-Karabakh
- Comrade President, the battle for Nagorno-Karabakh
- has again flared up, and Baku and Erevan are both
- demanding that we come to their aid. At your command,
- we are prepared to send troops into the disputed
- region to pacify it. An offer to mediate this conflict
- would also not be out of place. I cannot recommend that
- you simply declare the matter an internal affair.
-
-
- ~052 "TRANSYLVANIAN CONFLICT" Foreign Minister phone:
- 3 Transylvanian Conflict
- Comrade President, continued support from Budapest for
- the Hungarian ethnic minority in Transylvania has led to
- outbreaks of violence, the sending of troops by Bucharest,
- and the threat of intervention by Hungary. To suppress
- this unwarranted ethnic violence, you may wish to order
- our military to intervene; but in our view an offer to
- participate in a multinational UN peacekeeping force
- would be more appropriate. Or you may simply adopt a
- hands-off policy.
-
-
- ~053 "SLOVAK SECESSION" Foreign Minister phone:
- 3 Slovak Secession
- Comrade President, Slovakia has announced its secession
- from the Czech-Slovak Federated Republic, and a new
- government has taken power in Bratislava. Slovakia is
- asking for our aid, but Prague, too, requests our
- assistance in restoring order. Shall we support an
- independent Slovakia or a restoration of the federation,
- or shall we simply remain aloof?
-
-
- ~054 "BLACK SEA FLEET" KGB/Military phone:
- 0 Black Sea Fleet
- Comrade President, the Ukrainian government is demanding
- that our warm-water Black Sea Fleet be equitably divided
- between our government and that in Kiev. In my view,
- this is an intolerable demand; that fleet belongs to
- Russia, a view that even the Western nations would
- support. A negotiated division would not be in our best
- interests, and a surrender of the fleet would be
- intolerable.
-
-
- ~055 "KURIL ISLANDS" Foreign Ministry phone:
- 3 Kuril Islands
- Comrade President, the Empire of Japan is again insisting
- on a return of the Kuril Islands to their administration,
- as they have done periodically since the end of the Great
- Motherland War. Our military advisors insist that
- surrender of the islands would be strategically
- unacceptable; but a negotiated return might bring us
- significant economic ties with Japan that would outweigh
- our military loss.
-
-
- ~056 "RUSSO-CHINESE CONFLICT" KGB/Military phone:
- 0 Chinese Invasion
- Comrade President, a new dispute over the exact location
- of our border with China along the Ussuri River has
- escalated, and Chinese troops have crossed into our
- territory and seized several towns. We are prepared to
- commit more troops to push the Chinese back over the
- river, but the Air Arm suggests that a limited nuclear
- strike against one or two Chinese cities such as Harbin
- or Tsitsihar would have a sobering effect. Failing this,
- it would be wise to take steps to normalize this border.
-
-
- ~057 "OZONE LAYER DEPLETION" Ministry phone:
- 2 Ozone Layer
- Comrade President, the long-awaited depletion of the
- northern ozone layer is leading to an increased death
- rate due to malignant melanomas and to severe cutbacks
- in agricultural output. Our scientists believe that,
- given the financial backing, they can develop a means
- of chelating CFC's out of the layer; but we should
- remember the identities of the chief culprits in this
- global disaster, and insist upon reparations from the
- West.
-
-
- ~058 "MILITARY COUP" KGB/Military phone:
- 0 Military Coup
- This is General Dvorets, commanding Moscow Regional
- Army Group. The military is most displeased with the
- continuing incompetence displayed by the civilian
- government in Moscow, and has decided to establish
- an interim military government, leading to new
- elections in a year or so. All military forces
- support our action, and the populace is unanimously
- in favor of this coup. Step down or face the
- consequences.
-
-
- ~059 "NEW GULF WAR" Foreign Ministry phone:
- 3 New Gulf War
- Comrade President, the recent rapprochement between
- Iraq and Iran, and the disturbances in Arabia and the
- Emirates, has led to joint Western naval intervention
- in the Persian Gulf. All permanent members of the UN
- Security Council have been asked to retroactively
- authorize this action and to give financial and military
- support. Shall we join with the Western allies, maintain
- our neutrality, or take advantage of the situation to
- provide some military support to Iraq-Iran?
-
-
- ~060 "SYRIAN-ISRAELI WAR" Foreign Ministry phone:
- 3 Middle East War
- Comrade President, the Israeli destruction of a Syrian
- armored column moving toward the pass at Har-Megiddo has
- led to more general war in the region. Syria is calling
- upon us for at least logistical support, but Israel and
- the West are demanding that we aid them in turning back
- Arab aggression. What course shall we take at this
- critical moment?
-
-
- ~061 "US INVASION OF CUBA" Foreign Ministry phone:
- 3 Invasion of Cuba
- Comrade President, in an action suspiciously reminiscent
- of the CIA operation at Bay of Pigs some decades ago,
- Cuban exiles, with air support, have seized the Isle of
- Youth and declared a new Cuban government. The legal
- government is calling upon us for help. Shall we send
- troops to aid in the fight, be content with merely
- providing verbal support, or shall we take the side of
- the insurrectionists in order to maintain good relations
- with the West?
-
-
- ~062 "GERMAN ECONOMIC PENETRATION" Ministry phone:
- 2 German Penetration
- Comrade President, we are concerned by the growing
- influence of Berlin in our economic life. As most of
- our former allies in Central Europe have fallen into
- the German sphere, we ourselves are in danger of
- doing so. Perhaps we should restrict foreign
- participation in our economy. Or perhaps we should
- welcome this invigorating inflow of foreign capital,
- as dangerous to us as it may be in the long run.

- ~063 "ASTEROID COLLISION" Ministry phone:
- 2 Asteroid Collision
- Comrade President, a disaster! Astronomers of the
- Astrophysical Institute have detected a small nickel-
- iron asteroid which, they predict, will collide with
- the earth in the region of Krasnoyarsk in 2017. Our
- nation will be completely devastated. The military
- believes that it has the capability to deflect this
- asteroid with nuclear strikes, but if this turns out
- not to be possible, we see no solution to this problem.

- ~064 "RELIGIOUS FREEDOM" TASS phone:
- 1 Religious Freedom
- Comrade President, a wave of interest in religion is
- sweeping our nation. Many of our citizens feel that,
- despite constitutional guarantees of religious freedom,
- the Party has for too long suppressed dissent against
- our traditional policy of mandatory atheism. What are
- your wishes in the matter? As we see it, your options
- are to stamp out this religious fad, to hope that it
- will go away, or to accept it is something unavoidable
- in the present circumstances.

-
- ~065 "RELIGIOUS PROSELYTIZATION" Ministry phone:
- 2 Religious Proselytization
- Comrade President, the result of your endorsement of
- religious freedom has been the appearance of many
- foreign promulgators of various strange religions.
- We have received serious complaints from legitimate
- religious authorities such as the Patriarch of Moscow
- about the number of citizens involved in Catholicism,
- Bahaism, even Perun-worship and shamanism. What steps
- should we take to repair matters? As we see it, you
- may wish to lead the country by example, expel these
- foreign proselytizers, or even return to a policy of
- strict atheism.

-
- ~066 "RELIGIOUS CONFLICT" KGB/military phone:
- 0 Religious Conflict
- Comrade President, civil disturbances have broken out
- in the south over the question of religion. So far,
- several people have been killed, and many injured.
- How are we to put an end to this rioting? We are
- prepared to send troops if necessary, either to put
- down the rioting or to impose a curfew on all religious
- activites. Obviously, religious toleration is no
- solution.

- ~067 "JEWISH EMIGRATION" TASS phone:
- 1 Jewish Emigration
- Comrade President, we are experiencing severe
- criticism both at home and abroad over our
- restrictions on the emigration of our Jewish
- population to Israel. Yet wholesale emigration
- would have serious financial and social effects on
- our nation. Are we to continue restricting such
- emigration, shall we permit it, or should we even
- encourage it, to relieve ourselves of this
- obstreperous national minority?
-
-
- ~068 "JEWISH IMMIGRATION" Ministry phone:
- 2 Jewish Immigration
- Comrade President, because of unsettled
- conditions in the Middle East, many of our
- former citizens who emigrated to Israel now
- wish to return to our country, but Israeli
- law and our own restrictions make this difficult
- for them to do. What policy shall we adopt?
- Shall we urge these people to remain where they
- are, take no special action on the matter, risk
- alienating the Israeli government by encouraging
- their return, or even provide financial aid to
- make this possible?
-
-
- ~069 "CARBOMBED EMBASSY" Foreign Ministry phone:
- 3 Car Bomb
- Comrade President, a terrible disaster has occurred!
- This morning a car bomb exploded outside our embassy
- in Zagreb, killing five officials and seriously
- injuring a dozen others. We believe that the culprits
- are members of Black Ramadan, a dissident offshoot
- of the Palestine Liberation Organization. How should
- we respond to this atrocity? Shall we launch a
- surgical air strike against their HQ in Aden? Would
- you prefer to publicly denounce terrorism? Or can we
- protect ourselves by distancing ourselves from Israel
- and providing some financial support for such groups?
