  65.     layer one position in the layer stack. If the active layer is
  66.     already at the top or if there is only one layer, this menu entry is
  67.     insensitive and grayed out. If the active layer is at the bottom of the
  68.     stack and it does not have an alpha channel, it cannot be raised until
  69.     you add an alpha channel to it.
