  1. This is the Debian GNU/Linux prepackaged version of libgsm, an implementation of the
  2. European GSM 06.10 provisional standard for full-rate speech
  3. transcoding, prI-ETS 300 036, which uses RPE/LTP (residual pulse
  4. excitation/long term prediction) coding at 13 kbit/s.
