- 1. Introduction
-
- This document details the Policy and Procedures followed by
- the Australian Bulletin Board System Registry (referred to
- as the Registry from now on) with regards to the running,
- maintenance and distribution of Registry information and
- associated persons and systems that ascribe to the aims of
- the Registry. The Registry was previously known as
- "Australian Public Access Message Systems (PAMS) Registry".

- The Registry can in no way be thought of as an association
- or similar body, but as it provides an important service to
- the Bulletin Boards of Australia an official document is
- considered necessary. That is the purpose of this Policy and
- Procedure Guide (referred to as the PPG from now on).

- 1.1 Name of the Registry
-
- The name of the Registry is the "Australian Bulletin
- Board System Registry", which is also known as BBS
- Registry for short.

- 1.2 Statement of Purpose
-
- The Registry is formed specifically with the intent of
- providing to any interested person access to the most
- accurate listing of BBS (Bulletin Board Systems)
- possible, the regular production of up to date listings
- of systems accessible for use by the public and the
- distribution of the listings as widely as possible is
- the primary aim of the Registry.

- 1.3 Affiliation with Other Organisations
-
- The Registry is specifically forbidden from affiliation
- with other organisations the Registry must at all times
- be independent and act soley as the point of
- registration for bulletin boards within Australia.

- 1.4 Sponsorship
-
- The Registry may enter into agreements regarding the
- support for running costs, no supporter is entitled to
- access to registry information and any acknowledgment
- of support is strictly at the discretion of the
- Registry.

- 1.5 Amendments to the Policies and Procedures
-
- The PPG may only be changed in the event of the
- National Coordinator proposing the change and
- concurrence by majority vote of Regional Coordinators.

- 2. Structure of the Registry
-
- The Registry is based upon the premise that Australia be
- divided into various areas with a coordinator to administer
- the designated area, each area will be called a Region (or
- State if the Region is a State of the Commonwealth of
- Australia). The Registry may also allow the inclusion of
- Regions not a part of the Commonwealth of Australia.

- 2.1 National Coordinator
-
- The National Coordinator is the chief executive of the
- Registry and is responsible for the continuing
- viability of the Registry. All sponsorships or
- authorisations for expenditure are the sole perogative
- of the National Coordinator. Any expenses incurred by
- the National Coordinator are at his/her personal cost.

- 2.2 Regional/State Coordinator
-
- Each Regional Coordinator is responsible for the
- maintenance of the Registry within his/her Region
- (State). Any expenses not authorised by the National
- Coordinator are at his/her personal cost.

- 2.3 General Assistants
-
- The National Coordinator may approve the appointment of
- a General Assistant, such an appointment allows the
- appointee access at the same level as a Regional
- Coordinator.

- 2.4 Special Assistants
-
- A Regional Coordinator may appoint Special Assistants,
- such assistant may not access confidential information
- maintained by the Registry, but may assist with other
- tasks.

- 3 Appointment
-
- This section deals with the appointment of the various
- coordinators of the Registry.
-
- 3.1 National Coordinator
-
- The National Coordinator is appointed by majority vote
- of Regional Coordinators, a retiring National
- Coordinator is responsible to recommend a successor.
-
- 3.2 Regional Coordinator
-
- Each Regional Coordinator will be appointed by the
- National Coordinator, a retiring Regional Coordinator
- is responsible to recommend a successor.
-
- 3.3 Tenure of Appointment
-
- Regional Coordinator appointments remain in effect
- until rescinded by the National Coordinator. The
- National Coordinator may only be removed by a majority
- vote of Regional Coordinators.
-
- Any coordinators appointment is automatically
- terminated if he/she is declared bankrupt, mentally
- incompetent, guilty of a criminal offence, or death
- (the final reward).

- 4. Maintenance of the Registry
-
- The Registry is concerned with publication of listings of
- the Bulletin Boards in Australia, at all times the business
- of the Registry will revolve around this fact.
-
- Except as otherwise provided no information collected for
- use by the registry is to be released for any purpose
- without the express permission of the National Coordinator.

- 4.1 Publication of Registry Information
-
- The National Coordinator will produce on the first
- monday of each month a list of the systems currently
- held on the Registry files. The list will be
- distributed as directed by the National Coordinator.
-
- Each Regional Coordinator is responsible to distribute
- the Registry files as widely as possible within their
- region, a distribution plan should be coordinated with
- the National Coordinator.

- 4.2 Collection of Information
-
- Each Regional Coordinator is responsible to ensure the
- currency of the information for systems within his/her
- region. The National Coordinator will provide a central
- point for collection of information regarding systems.

- 4.3 Review of Systems Listed
-
- The Regional Coordinators will be responsible to review
- the status of systems listed as directed by the
- National Coordinator.

- 5. Requests for Listing/Changes
-
- Every reasonable effort is to be made to ensure that all
- eligible systems are listed. Notwithstanding the above it is
- the responsibility of a BBS Operator to request listing with
- the Registry.

- 5.1 New Systems
-
- Any system not already listed on the registry files
- must be verified prior to being added. Generally a
- Regional Coordinator will be responsible to ascertain
- details of the system.
-
- 5.2 Changes
-
- A Coordinator may amend the listing of a system on the
- registry on information supplied by others. However,
- every reasonable attempt is to be made to verify the
- information.
-
- 5.3 Status Unknown
-
- If a Coordinator is unsure that a system is listed
- correctly and information in error is critical (eg
- Telephone Number) the system status will be changed to
- unknown, the System Operator is to be contacted if
- possible. A system that has been marked as status
- unknown may be transferred to offline status at any
- time.

- 5.4 Status Offline
-
- A system will be listed as offline if a coordinator is
- satisfied that the system is no longer functional. Once
- a system is marked as offline its status may only be
- changed to online when the status has been verified by
- a coordinator.

- 5.5 System Information
-
- Wherever possible the System Operator of each system is
- to be encouraged to complete a registration (either
- electronically or on paper) and the details forwarded
- to the National Coordinator. Completion of a form is
- not a prerequisite for listing.

- 5.6 Multiple Listings
-
- A system may only be listed once on the registry,
- regardless of the number of lines or machines being
- used. The number listed should be the most accessible
- line (eg in the case of one line being Public and the
- remainder Mem.Reg then the Public one would be listed).

- Operators who run multiple machines may request
- individual listings as long as the names of the boards
- are different enough to allow positive identification
- (eg "Loco #1" & "Loco #2" would NOT be considered
- different "Nemo Multiple" & "Nemo Games Machine" would
- be considered different).

- In cases of doubt the National Coordinator will decide
- whether the multiple listing should be allowed.

- 6. Cancellation/Refusing System Listing
-
- Except for genuine offline situations, no system is to be
- removed from the listings without the authority of the
- National Coordinator. So far as possible the Registry is not
- to become involved in issues relating to the conduct of a
- system by its operator.

- However, as it would appear that the relevant authorities
- are not prepared to take action against systems that are
- clearly unseemly, the Registry will refuse to list systems
- which degrade the aims of the Registry.

- Generally a Regional Coordinator will advise the National
- Coordinator that a board should be listed as "Listing
- Rejected". This can be for a new or existing listing, no
- reason need be provided to the operator (and to prevent
- legal action in all probability the only answer should be
- that the system is not suitable for inclusion). Any person
- who believes that a system should not be listed may submit a
- request to the Regional and/or National Coordinator. It is
- not required that the operator be advised of any
- investigation but should be advised if the listing is to be
- removed.

- If a system is refused listing it should be noted so in the
- next release's update information and listings. After that
- the listing should not be published (unless the rejection is
- cancelled).

- It is not intended that the Registry become a court to
- assess the relevant worth of systems and a complete list of
- unacceptable behaviour will not be contemplated but a system
- will be liable to have their listing rejected if they
- promote software piracy (theft), conduct their system in
- such a manner that breaches the Telecommunications Act, or
- in any other way maintains their board in such a way that
- listing of the board degrades the standing of the Registry.

- Continual and trivial changes to listings or abuse of
- Registry Coordinators will also be considered a reason for
- rejection of a listing.
